What are the evaluation criteria for officials holding leadership and management positions in Vietnam?

Pursuant to Article 56 of the Law on Officials 2008 (amended by Clause 11 Article 1 of the Law Amendments to the Law on Officials and Law on  the Law on Public Employees 2019) stipulating the evaluation content for public employees:

Article 56. Contents of evaluation for officials

  1. In addition to the contents specified in Clause 1 of this Article, officials holding leadership and management positions are also evaluated based on the following contents:

a) The work plan and operational results of the agency, organization, or unit assigned for leadership and management; the evaluation of personal task performance must be tied to the performance of the agency, organization, or unit directly responsible. The individual quality classification level cannot be higher than the quality classification level of the agency, organization, or unit directly responsible;

b) Progress and quality of assigned tasks;

c) Leadership and management capacity;

d) Ability to rally and unify.

Based on the above regulations, the evaluation of officials holding leadership and management positions covers the following contents:

- Compliance with the Party's guidelines, the State's policies and laws, and the regulations of the agency, organization, or unit;

- Political qualities, ethics, lifestyle, conduct, and working style;

- Professional capacity and operational expertise;

- Results of task performance under the law, planned or specifically assigned tasks; progression and quality of task execution. The evaluation of task performance must be linked to job position, evidenced through specific work and products;

- Spirit of responsibility and cooperation in task execution;

- Attitude to serving the people and businesses in positions that directly engage or directly resolve the issues of the people and businesses.

- Work plan and operational results of the agency, organization, or unit assigned for leadership and management; the evaluation of personal task performance must be tied to the performance of the agency, organization, or unit directly responsible. The individual's quality ranking cannot be higher than the quality ranking of the agency, organization, or unit directly responsible;

- Progress and quality of assigned tasks;

- Leadership and management capacity;

- Ability to rally and unify.

What are quality levels of officials in Vietnam?

Pursuant to Article 58 of the Law on Officials 2008 (amended by Clause 12 Article 1 of the Law Amendments to the Law on Officials and Law on  the Law on Public Employees 2019) stipulating the classification of quality of officials:

Article 58. Classification of quality of officials

  1. Based on evaluation results, officials are classified by quality at the following levels:

a) Excellent completion of tasks;

b) Good completion of tasks;

c) Completion of tasks;

d) Non-completion of tasks.

  1. The results of official quality classification are recorded in the official's personnel file, informed to the evaluated official, and publicly notified within the agency, organization, or unit where the official works.

According to the above regulations, officials are classified by quality into the following 04 levels:

- Excellent completion of tasks

- Good completion of tasks

- Completion of tasks

- Non-completion of tasks
