On January 19, 2011, the 11th National Congress of the Communist Party ratified the Charter of the Communist Party of Vietnam 2011 specifying regulations on the Communist Party and fundamental issues concerning the Party's construction.
The Charter of the Communist Party of Vietnam 2011 has been in effect since January 19, 2011. Thus, the latest Communist Party Charter in 2024 is the Charter of the Communist Party of Vietnam 2011 and will remain in use until a replacement document is issued.

What are the duties of grassroots party organizations in Vietnam?
Based on Article 23 of the Charter of the Communist Party of Vietnam 2011:
Article 23.
The duties of a party cell are:
- To implement the policies and guidelines of the Communist Party and the laws of the State; establish the political directives and tasks of the party division and cell and lead their effective implementation.
- To build a party division and cell that are politically, ideologically, and organizationally clean and strong; adhere strictly to the principles of democratic centralism; enhance the quality of party activities, practice self-criticism and criticism, maintain discipline, and strengthen unity within the Communist Party; regularly educate, train, and manage cadres and party members, enhance revolutionary moral qualities, combativeness, knowledge level, and working capacity; focus on developing party members.

Thus, the duties of a party cell include:
- Implementing the policies and guidelines of the Communist Party and the State laws; establishing the political directives and tasks of the party division and cell and leading their effective implementation.
- Building a politically, ideologically, and organizationally clean and strong party division and cell; strictly adhering to the principles of democratic centralism; enhancing the quality of party activities, practicing self-criticism and criticism, maintaining discipline, and strengthening unity within the Communist Party; regularly educating, training, and managing cadres and party members, enhancing revolutionary moral qualities, combativeness, knowledge level, and working capacity; focusing on developing party members.
- Leading the construction of a clean and strong government, economic organizations, administrative and career organizations, defense and security, and political-social organizations; strictly abiding by the law and promoting the people's right to mastery.
- Maintaining close ties with the people, caring for their material and spiritual life, and protecting their legitimate interests; leading the people in implementing and contributing to the development of the Communist Party's policies and the State's laws.
- Inspecting and supervising the implementation to ensure that the Communist Party's resolutions and directives and the State's laws are strictly followed; inspecting and supervising the adherence to the Party Charter by party organizations and members.
Note: A party cell, if authorized by the direct superior party committee, can decide on the admission and expulsion of party members.
How many official party members does each party cell in Vietnam have?
Based on Article 24 of the Charter of the Communist Party of Vietnam 2011:
Article 24.
- A cell directly under the grassroots party committee is organized according to the workplace or residence of the party members; each cell must have at least 3 official party members. A cell with a large number of members can be divided into multiple party groups; a party group elects a group leader, and if needed, a deputy group leader; a party group operates under the command of the cell party committee.
- A cell leads the implementation of the unit's political tasks; educates, manages, and assigns work to party members; conducts mass mobilization and party member development; inspects, supervises, and enforces party discipline; collects and submits party fees. A cell and its committee meet regularly once a month.
- A cell congress is convened by the cell party committee every five years; where there is no cell committee, the secretary of the cell convenes it. With the consent of the grassroots party committee, it can be convened earlier or later, but not more than six months.
- A cell with fewer than nine official party members elects a cell secretary; if needed, a deputy secretary is elected. A cell with nine or more official party members elects a cell committee, which then elects the cell secretary and deputy secretary from among its members.
According to the aforementioned regulation, each cell directly under the grassroots party committee must have at least 3 official party members.
