What is an Identity Certificate in Vietnam?
Pursuant to Clause 12, Article 3 of the Law on Identification 2023, there is a definition of Identity Certificate as follows:
Definition of terms
In this Law, the terms below are construed as follows:

11. “Identity card (ID card)" means an identification document containing identification and other information integrated into the card of a Vietnamese citizen and issued by an identification-managing agency according to regulations of this Law.
12. “Identity certificate" means an identification document containing identification of a Vietnamese resident of undetermined nationality and issued by an identification-managing agency according to regulations of this Law.

Pursuant to Clause 1, Article 30 of the Law on Identification 2023 (effective from July 1, 2023) stipulates
Identity certificates and identification management with regard to Vietnamese residents of undetermined nationality issued with identity certificates
1. An ID certificate is issued to a Vietnamese resident of undetermined nationality who is residing for 06 months or longer in a commune-level or district-level administrative unit where the commune-level administrative unit is unavailable.

According to the above regulations in Vietnam, an ID certificate is an identification document containing identification issued by the identification management agency according to regulations.
ID certificates are issued to people of Vietnamese origin whose nationality is unknown.
From July 1, 2024, people of Vietnamese origin whose nationality has not yet been determined will have the right to issue, replace, and re-issue ID certificates.
Note: ID certificates are only issued to people of Vietnamese origin whose nationality has not been determined but are living continuously for 6 months or more.
Does the Ministry of Public Security seek opinions on the form of ID Certificate in Vietnam?
Pursuant to Article 11 of the Draft Circular regulating the form of ID card, the form of ID Certificate 2024 stipulates the form of ID Certificate as follows:
According to this Article, the ID Certificate has the following contents:
- Left from top to bottom:
+ National emblem of the Socialist Republic of Vietnam, diameter 15 mm;
+ Photo of the person issued with the ID certificate, size 25 x 33 mm;
+ QR code size 18 x 18 mm;
+ Left index finger fingerprint box;
+ Right index finger fingerprint box.
- Right from top to bottom:
+ SOCIALIST REPUBLIC OF VIETNAM;
+ Independence - Freedom - Happiness;
+ A phrase “CHỨNG NHẬN CĂN CƯỚC” (IDENTITY CERTIFICATE);
+ Personal identification number;
+ Surname, middle name and first name;
+ Date, month, year of birth;
+ Gender; Place of birth; Home town; Nation; Religion;
+ Marital status;
+ Current residence;
+ Family name, middle name and first name, nationality of father;
+ Family name, middle name and first name, nationality of mother;
+ Family name, middle name and first name, nationality of spouse;
+ Family name, middle name and first name, nationality of the legal representative, guardian, and ward;
+ Expiry date is up; Day month Year; POLICE CHIEF.
What is validity of an Identity Certificate in Vietnam?
Pursuant to Clause 5, Article 30 of the Law on Identification 2023, it is stipulated that uses of an ID certificate are regulated as follows:
a) An ID certificate is used to prove identification for performance of transactions and exercise of legitimate rights and interests in the Vietnamese territory
b) Agencies, organizations and individuals may use personal identification numbers on ID certificates to inspect information about the certificate holders on the national population database, the national database and the specialized database in accordance with law.
In case a Vietnamese resident of undetermined nationality must present his/her ID certificate at the request of the competent agency, organization or individual, such agency/organization/individual must not request him/her to present another document or provide information certified on the ID certificate, except for case where information about the person is changed or information on the ID certificate is not consistent with that on the national population database;
c) The State shall protect legitimate rights and interests of holders of ID certificates in accordance with law.
