According to Article 7 of Circular 16/2024/TT-BCA, the specifications for the identification card certificate are as follows:

- Both sides of the identification card certificate are printed on a background designed with traditional ethnic images and patterns. The front side includes a map of Vietnam's administrative divisions, a bronze drum, ethnic decorative motifs, and patterns. The back side includes a bronze drum, ethnic decorative motifs, and patterns.

- The national emblem of the Socialist Republic of Vietnam and the photograph of the cardholder are directly printed in color on the identification card certificate. The diameter of the national emblem is 13mm, the size of the cardholder's photograph is 20mm x 30mm, the position of the QR code is 18mm x 18mm, the position of the left index fingerprint is 22mm x 25mm, and the position of the right index fingerprint is 22mm x 25mm.

According to Clause 12, Article 3 of the 2023 Law on Identification, there are provisions regarding the identification card certificate.

The identification card certificate is a personal document that contains the identification information of individuals of Vietnamese origin whose nationality has not been determined, issued by the competent authority responsible for managing identification cards.

Does reissuing an identification card certificate for individuals of Vietnamese origin whose nationality has not been determined incur any fees?

According to Article 38 of the 2023 Law on Identification, there are provisions regarding fees for reissuing the identification card certificate as follows:

Fees for the exploitation and use of information in the national database on population and fees for issuing, exchanging, and reissuing identification cards and identification card certificates.

1. Organizations and individuals that exploit and use information in the national database on population, as stipulated in Article 10, Clause 8 of this Law, must pay fees as prescribed by laws on fees and charges.

2. Citizens are not required to pay fees when initially issued an identification card.

3. Citizens are required to pay fees for card exchanges and reissuance, except in the following cases:

a) Card exchanges as stipulated in point a and point d, Clause 1, Article 24 of this Law;

b) Errors in the printed information on the identification card due to the fault of the card management authority.

4. No fees are charged for the issuance, exchange, or reissuance of identification card certificates for individuals of Vietnamese origin whose nationality has not been determined.

Therefore, in the case of reissuing the identification card certificate for individuals of Vietnamese origin whose nationality has not been determined, no fees will be charged.
