What are the regulations on the content of collective leadership and management review in Vietnam?
Based on Article 6 of Regulation 124-QD/TW of 2023 stipulating the assessment content:
Article 6. Contents of Assessment
The assessment content focuses on clarifying the achievements, shortcomings, limitations, weaknesses, causes, solutions, and time to resolve them.
- Party committees, party organizations, collective leadership, management
1.1. Adherence to organizational and operational principles, especially the principle of democratic centralism; implementation of working regulations.
1.2. Results of implementing goals, targets, tasks set forth in the congress resolutions, plans, and work programs for the year assigned and approved by the competent authority.
1.3. The work of building and rectifying the Communist Party and the political system; the capacity and responsibility of collective leadership and management; exemplary responsibility; accountability; efforts in the fight against corruption, negativity, wastefulness, and preventing and pushing back the manifestations of political, moral, and lifestyle degradation, "self-evolution," "self-transformation" within, associated with learning and following Ho Chi Minh's ideology, morality, and style; party inspection, supervision, discipline work, and addressing complaints, denunciations, petitions, reflections of organizations and individuals.
1.4. The responsibility of collective leadership and management in performing the political tasks of localities, organizations, agencies, units.

Thus, the content of the collective leadership and management assessment is stipulated as follows:
- Adherence to organizational and operational principles, especially the principle of democratic centralism; implementation of working regulations.
- Results of implementing goals, targets, tasks set forth in the congress resolutions, plans, and annual work programs assigned and approved by the competent authority.
- The work of building and rectifying the Communist Party and the political system; the capacity and responsibility of collective leadership and management; exemplary responsibility; accountability.
- Efforts in the fight against corruption, negativity, wastefulness, and preventing and pushing back the manifestations of political, moral, and lifestyle degradation, "self-evolution," "self-transformation" within, associated with learning and following Ho Chi Minh's ideology, morality, and style.
- Party inspection, supervision, discipline work, and addressing complaints, denunciations, petitions, reflections of organizations and individuals.
- The responsibility of collective leadership and management in performing the political tasks of localities, organizations, agencies, units.
- Issues suggested for self-assessment; addressing limitations and shortcomings concluded by the competent authority and identified in the previous self-assessment (if any).
Who are the members of the Communist Party of Vietnam?
According to Article 1 of the Charter of the Communist Party of Vietnam of 2011:
Article 1.
- A member of the Communist Party of Vietnam is a revolutionary warrior in the vanguard of the working class, the working people, and the Vietnamese nation, striving lifelong for the purposes and ideals of the Communist Party, placing the interests of the Fatherland, the working class, and the working people above personal interests; strictly complying with the Political Platform, Party Charter, Party resolutions, and State laws; has labor and fulfills assigned tasks well; possesses ethical virtues and a healthy lifestyle; closely binds with the people; obeys the organization, discipline of the Communist Party, maintains unity within the Communist Party.
- Vietnamese citizens from eighteen years of age and older; who acknowledge and voluntarily implement the Political Platform, Party Charter, standards, and tasks of Party members, operate within a Party grassroots organization; who through practice prove to be excellent individuals, trusted by the people, can be considered for admission into the Communist Party.
Thus, a member of the Communist Party of Vietnam is a revolutionary warrior in the vanguard of the working class, the working people, and the Vietnamese nation, striving lifelong for the purposes and ideals of the Communist Party, placing the interests of the Fatherland, the working class, and the working people above personal interests.
A member of the Communist Party of Vietnam strictly complies with the Political Platform, Party Charter, Party resolutions, and State laws; participates in labor and fulfills assigned tasks well; possesses ethical virtues and a healthy lifestyle; closely binds with the people; obeys the organization and discipline of the Communist Party, maintains unity within the Communist Party.
