What are emulation titles according to the law in Vietnam?
Pursuant to Article 19 of the Law on Emulation and Commendation in 2022 stipulating emulation titles for individuals as follows:
Emulation titles for individuals
1. “National Emulation Fighter”.
2. Emulation Fighter of the Ministry, Department, and Central or Provincial Authority.
3. “Grassroots-Level Emulation Fighter”.
4. “Advanced Laborer”, “Advanced Fighter”.
Pursuant to Article 20 of the Law on Emulation and Commendation in 2022 stipulating emulation titles for collectives and households as follows:
Emulation titles for collectives and households
1. Emulation titles for collectives include:
a) “Emulation Flag of the Government of Vietnam”;
b) Emulation Flag of the Ministry, Department, and Central or Provincial Authority;
c) “Excellent Labor Collective”, “Determined-to-Win Unit”;
d) “Advanced Labor Collective”, “Advanced Unit”;
dd) Typical commune, ward, or town;
e) Village or street quarter of culture.
2. The emulation title for households is “Family of Culture”.
As regulations above, emulation titles according to the law in Vietnam are:
- “National Emulation Fighter”.
- Emulation Fighter of the Ministry, Department, and Central or Provincial Authority.

What is the current prize money when being awarded with emulation titles in Vietnam?
Pursuant to Article 69 of Decree 91/2017/ND-CP stipulating the current prize money when being awarded with emulation titles in Vietnam as follows:
For individuals
- The emulation title “National Emulation Fighter” has an accompanying prize of 4.5 times the base salary, equivalent to 8,100,000 VND.
- The emulation title of Emulation Fighter of the Ministry, Department, and Central or Provincial Authority has an accompanying prize of 3.0 times the base salary, equivalent to 5,400,000 VND.
- The emulation title “Grassroots-Level Emulation Fighter” has an accompanying prize of 1.0 times the base salary, equivalent to 1,800,000 VND.
- The emulation titles “Advanced Laborer”, “Advanced Fighter” has an accompanying prize of 0.3 times the base salary, equivalent to 540,000 VND.
For the collectives
- The emulation titles “Excellent Labor Collective”, “Determined-to-Win Unit” has an accompanying bonus of 1.5 times the base salary equivalent to 2,700,000 VND.
- The emulation titles “Advanced Labor Collective”, “Advanced Unit” has an accompanying bonus of 0.8 times the base salary equivalent to 1,440,000 VND.
- The emulation titles "Typical commune, ward, or town", "Village or street quarter of culture" have an accompanying bonus of 1.5 times the equivalent base salary. equivalent to 2,700,000 VND.
- The emulation title “Emulation Flag of the Government of Vietnam” has an accompanying bonus of 12.0 times the base salary, equivalent to 21,600,000 VND.
- The emulation title of Emulation Flag of the Ministry, Department, and Central or Provincial Authority has an accompanying bonus of 8.0 times the base salary, equivalent to 14,400,000 VND.
Note: The current base salary being applied is 1,800,000 VND/month (according to Decree 24/2023/ND-CP)
Which agencies shall have competence in launching a directing emulation movements in Vietnam?
Pursuant to Article 18 of the Law on Emulation and Commendation in 2022 stipulating competence in launching a directing emulation movements as follows:
- The President of Vietnam and Prime Minister of Vietnam shall launch and direct emulation movements nationwide.
- Ministers, Heads of ministerial agencies, governmental agencies, and heads of departments, central authorities shall launch and direct emulation movements within the scope of sectors and fields under their management.
- Chairmen of People’s Committees at all levels shall launch and direct their local emulation movements.
- Heads of agencies, organizations, and units shall launch and direct emulation movements within the agencies, organizations, and units under their management.
Note: The Law on Emulation and Commendation in 2022 takes effect from January 1, 2024.
