+ Combine 02 administrative procedures into 01 administrative procedure "Registration of changes in registration contents of branches, representative offices, business locations of FSOs".
+ Specifying clearly that the time limit for registration of changes in operation registration contents of branches or representative offices of the GSO is 10 days from the date of change.

+ Administrative procedures on cooperative unions decentralize the authority to handle administrative complaints to the Finance - Planning Division of the district People's Committee according to the plan approved in Decision No. 1015/QD-TTg dated August 30, 2022 of Prime Minister.
+ The clear regulation of the registration deadline to ensure the state management of FSOs after registering changes in the operation registration contents of the branch or representative office. + Consolidating 02 administrative procedures into 01 administrative procedure "Termination of operation of branches, representative offices, business locations of FSOs".

Reason:
+ Administrative procedures on cooperative unions decentralize the authority to handle administrative complaints to the Finance - Planning Division of the district People's Committee according to the plan approved in Decision No. 1015/QD-TTg dated August 30, 2022 of Prime Minister.
+ The regulation that cooperatives and unions of cooperativesss must submit the certification of the police agency on the destruction of the seal is not necessary because it is expected that the regulations on the seal of the VSO shall be decided, used, stored, and encouraged by the NGO. use new, safer and more secure methods such as digital signatures. 3. Regulations on reporting regime:
Group of reporting modes: Report on the operation status of cooperatives ( Article 23 of Decree 193/2013/ND-CP ) and Report on results of classification and assessment of cooperatives ( Article 9 of Circular 01/2020/TT-BKHĐT)
a) Content reduction and simplification: Combine reporting modes into 01 reporting mode.
Why: These reporting modes have a lot of overlap. Therefore, it is necessary to include and remove the reported contents in the report, which causes loss of time, effort and cost for the cooperative.
b) Recommendations for implementation:
- Formulate the Law on Cooperative Economic Organizations and its sub-law documents to replace the 2012 Law on Cooperatives and related documents.
