1. Heads of agencies, units and localities must fully comply with the reporting regime on the protection of state secrets within the scope of their management:

a) Final report every five years; preliminary report once a year;

b) Unscheduled reports shall be made immediately after detecting the disclosure or loss of state secrets or at the request of the Ministry of Public Security or the Public Security of City;

c) Time limit for closing data in the annual reporting regime: From December 15 of the year before the reporting period to December 14 of the reporting period;

d) Time limit for sending annual reports: Agencies, units and localities shall send them to their immediate superior agencies, and jointly send them to the City People's Committee (via the Public Security Departments of City) and the same-level Public Security (if any) no later than December 10.

3. The Public Security Departments of City have responsibility to assist the People's Committee of City to review once every five years and once a year to review the protection of state secrets in the City.

1. Detect and promptly denounce acts of illegally collecting, disclosing, losing, appropriating, trading, or destroying state secrets.

2. Overcome all difficulties and dangers, and protect the safety of state secrets.

3. Find documents and objects bearing state secrets; prevent or limit the consequences of the illegal loss, disclosure, appropriation, purchase, sale or destruction of state secrets caused by others.

4. Successfully complete the task of protecting state secrets according to their assigned responsibilities and tasks.

In Article 27 of the Regulation on protection of state secrets in the area of ​​Ho Chi Minh City, issued together with Decision 22/2022/QD-UBND of Ho Chi Minh City, stipulating handling of violations in the protection of secrets in Ho Chi Minh City as follows:

All violations of regulations on protection of state secrets must be investigated and clarified. Persons who commit violations, depending on the nature, consequences and harms caused, will be disciplined, administratively handled or examined for penal liability in accordance with law.
