What is registration form for the 2024 civil servant entrance quality inspection in Vietnam?

In the Appendix issued with Decree 06/2023/ND-CP, there is a regulation on registration form for 2024 civil servant input quality inspection as follows:

Note:

(1) Record the correct level of training registered for accreditation (for example: University, College, etc.).

(2) The person writing the ballot puts an X in the Male and Female boxes corresponding to the gender.

(3) Clearly state the province and city as a basis for arranging a suitable inspection location.

(4) Clearly state: Qualification (for example: Doctoral, Master's, University,...), major, form of training, classification, date of graduation, name of issuing unit.

(5) Clearly state the area registered for inspection (for example: in the North, Central, South or province, city and whether the inspection period is phase 1 or phase 2).

What are conditions for registering for the civil servant entrance quality inspection in Vietnam?

In Clause 1, Article 3, Decree 06/2023/ND-CP, stipulates conditions for registering for civil servant input quality inspection as follows:

Conditions for registering for civil servant input quality inspection

1. Conditions for registering for civil servant input quality inspection comply with the provisions of Clause 1, Article 36 of the Law on Cadres and Civil Servants.

2. The cases specified in Clause 2, Article 36 of the Law on Cadres and Civil Servants are not allowed to register for civil servant input quality inspection.

Article 36 of the Law on Cadres and Civil Servants 2008 is amended by Clause 20, Article 1 of the Law on Cadres and Civil Servants and the amended Law on Public Employees 2019 as follows:

Conditions for registration for civil servant recruitment

1. A person who meets all the following conditions, regardless of nationality, gender, social status, belief and religion, may register for civil servant recruitment:

a/ Bearing the sole nationality of Vietnamese;

b/ Reaching full 18 years of age;

c/ Filing an application for recruitment; having a clear personal record;

d/ Possessing relevant diplomas and/or certificates;

e/ Possessing political qualities and good ethics:

f/ Being physically fit for the job;

g/ Meeting other conditions required by the working position for which he/she applies.

2. The following persons may not register for civil servant recruitment:

a/ Not residing in Vietnam;

b/ Having lost civil act capacity or having such capacity restricted;

c/ Being examined for penal liability; currently serving a criminal sentence or court ruling or having completely served such a sentence or ruling but such criminal record has not yet been remitted, or sending to compulsory detoxification facilities, sent to compulsory educational establishments.

Thus, candidates registering for the civil servant entrance quality inspection must meet the following conditions:

- Have one nationality which is Vietnamese nationality;

- 18 years old or older;

- Have application form; have a clear background;

- Have appropriate diplomas and certificates;

- Have good political and moral qualities;

- Healthy enough to perform tasks;

- Other conditions as required by the candidate position.

Note: The following people are not eligible to register for the civil servant entrance quality inspection including:

- Not residing in Vietnam;

- Loss or limited civil act capacity;

- Being prosecuted for criminal liability; are serving or have completed serving a criminal sentence or decision of the Court but have not had their criminal record erased; are being subjected to administrative measures such as being sent to a compulsory drug treatment facility or being sent to a compulsory education facility.

How many months are results of the civil servant input quality inspection valid in Vietnam?

In Clause 1, Article 10 of Decree 06/2023/ND-CP, there are regulations that use inspection results as follows:

Use test results

1. The results of quality inspection of civil servant input are valid for use within 24 months from the date of approval decision of the Ministry of Home Affairs. During the validity period of the accreditation results, those who pass the accreditation results may register for civil servant recruitment exams at agencies and organizations specified in Clause 1, Article 1 of this Decree.

2. Heads of agencies and organizations with authority to recruit civil servants, based on the results of the civil servant inspection, stipulate conditions for registering for civil servant recruitment and organize round 2 exams for those who pass the inspection results. according to the provisions of Clause 2, Article 8 and Points a and c, Clause 3, Article 14 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants (hereinafter referred to as Decree No. 138/2020/ND-CP).

3. The results of the entrance quality assessment for candidates taking the entrance exam for jobs requiring a university degree or higher are allowed to be used to replace the results of the entrance quality assessment for the participants. The entrance exam for job positions requires lower qualifications than when registering for civil servant recruitment in accordance with recruitment requirements.

Thus, the results of quality inspection of civil servant input have a validity period of 24 months from the date of approval decision of the Ministry of Home Affairs in Vietnam.
