What is recruitment and job acceptance decision of the Ministry of Industry and Trade in Vietnam?
Pursuant to Article 12 of the Regulations on recruitment, rank transfer, rank promotion of civil servants and cadre work of the Ministry of Industry and Trade, promulgated together with Decision 222/QD-BCT 2022 regulates decisions on recruitment and acceptance of civil servant jobs as follows:
1. No later than 15 days from the date the successful candidate completes the recruitment dossier, the Minister shall issue a decision to recruit civil servants in administrative agencies under the Ministry (for cases of admission during the civil servant recruitment period Ministry of Organization), the General Director issues a decision to recruit civil servants (for cases of admission in the civil servant recruitment period organized by the General Department) and sends the decision to the successful candidate at the registered address.
2. Within 30 days from the date of receiving the recruitment decision, the person recruited as a civil servant must come to the agency to accept the job, unless the recruitment decision stipulates a different time limit or is approved by the Minister (for civil servants recruited by the Ministry) or the Director General agrees to extend (for civil servants recruited by the General Department).
3. In case the person recruited as a civil servant does not come to accept the job within the time limit specified in Clause 2 of this Article, the Minister will cancel the recruitment decision (for cases recruited during the recruitment period organized by the Ministry) or the Director General cancels the recruitment decision (for cases recruited during the recruitment period organized by the General Department).
4. The Minister or General Director shall consider and decide on the admission of candidates whose recruitment results are immediately lower than the recruitment results of the successful candidates whose admission results have been canceled according to regulations on Article 10 of this Regulation or the case specified in Clause 3 of this Article.
In case there are 02 or more people with lower recruitment results but are equal, the Minister or General Director will decide the successful candidate according to the provisions of Article 7 of this Regulation (in case of organizing an entrance exam) or specified in Article 8 of this Regulation (in case of admission organization).

Pursuant to Article 13 of the Regulations on recruitment, rank transfer, rank promotion of civil servants and cadre work of the Ministry of Industry and Trade, promulgated together with Decision 222/QD-BCT 2022 regulates admission to work as civil servants as follows:
Acceptance as civil servant; Ranking and salary levels for people recruited and accepted as civil servants who have worked for a period of time and paid compulsory social insurance are implemented according to the provisions of Clause 1 of Article 18, Article 19 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating recruitment, employment and management of civil servants.
When receiving the cases specified in Points a, b, c Clause 1 Article 18 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government to work as civil servants without holding leadership and management positions, the Minister establishes an Inspection Council (for admission to work as civil servants at administrative units under the Ministry and excluding local market management organizations), the General Director established a Council of examination and testing (for with recruitment as civil servants at local Market Management organizations). The composition of the Inspection and Testing Council is carried out according to the provisions of Clause 1, Article 6 of this regulation.
The Inspection and Testing Council must report to the Minister (or General Director) on the results of the examination and testing according to decentralization regulations. The General Department of Market Management reports to the Ministry on the results of admission to civil servant positions for monitoring and inspection.
