Pursuant to Clause 2, Article 18 of Decree 90/2020/ND-CP stipulating process for classifying the quality of civil servants under the management of the head as follows:

Step 1 : Civil servants self-assess and classify quality

Civil servants make self-assessment reports on work results according to assigned tasks;

Step 2 : Comment and evaluate civil servants

- Organize meetings at agencies, organizations, and units where civil servants work to comment and evaluate civil servants

- Participants in the meeting include all civil servants of the agency, organization, unit or all civil servants of the unit constituting the place where the civil servant works in case the agency, organization or unit has a unit. constitutive taste.

- In case a civil servant is a deputy of the head of an agency, organization, or unit that has a constituent unit, the composition includes the collective leadership of the agency, organization, unit, representatives of the party committee, and public employees. Unions, youth unions at the same level and heads of constituent units;

- For large-scale agencies, organizations, and units, heads of constituent units may contribute opinions in writing.

- The civil servant presents a self-assessment report on work results at the meeting, members attending the meeting contribute their opinions, the opinions must be recorded in the minutes and approved at the meeting.

Step 3: Get comments and assessments from the party committee of the agency, organization, and unit where the civil servant works for the head's deputy.

Step 4 : Consider and decide to evaluate and classify the quality of civil servants

- For civil servants who are deputy heads of heads, heads of agencies, organizations and units, based on comments, assessments and relevant documents (if any) to decide on the content of assessment and quality rating levels for civil servants.

- For civil servants under the management authority of the head, the head of the agency, organization or unit shall base on comments at the meeting to comment, evaluate and classify the quality level for civil servants.

- The authority competent to evaluate shall notify in writing to civil servants and publicly notify agencies, organizations, and units where civil servants work about the results of evaluation and quality classification;

- Decide on the form of disclosure in agencies, organizations, and units where civil servants work, with priority given to applying the form of disclosure in the electronic environment.

According to what principles is the quality ranking of civil servants carried out in Vietnam?

Pursuant to Article 2 of Decree 90/2020/ND-CP supplemented by Clause 1, Article 1 of Decree 48/2023/ND-CP stipulating the principles when classifying the quality of civil servants as follows:

- Objectivity, fairness, accuracy; no respect, oppression, favoritism, formality; Ensure proper management and evaluation of civil servants.

- Evaluate and classify quality based on assigned responsibilities, tasks and results of task implementation, expressed through specific work and products;

For civil servants, leadership and management must be linked to the results of performing tasks of the agency, organization, or unit assigned to manage and be in charge.

- Civil servants whose working time during the year is less than 06 months are not subject to quality assessment and grading but must still review their working time during the year, except in the case of maternity leave.

Civil servants who take a leave of absence from work according to the provisions of law during the year from 03 months to less than 06 months will still be evaluated but will not grade the quality at the level of good task completion or higher.

For civil servants taking maternity leave according to the provisions of law, the quality rating results for the year are the quality rating results of the actual working time of that year.

- The results of assessing and classifying the quality of civil servants according to the provisions of this Decree are used as a basis for communication in assessing and classifying the quality of party members.

- Officials, civil servants, and public employees who are subject to party or administrative discipline will have their quality assessed and graded as follows:

+ Officials, civil servants, and public employees who are subject to party or administrative discipline During the year of assessment, the quality rating will be at the level of not completing the task, except for the case specified in Point b of this Clause.

+ In case the violation has not yet had a disciplinary decision from the competent authority but has been used as a basis for assessment and quality classification at the level of not completing the task in the year of assessment, the decision to handle the violation will be made. Disciplinary action issued after the year of assessment for that violation (if any) is not counted to evaluate and classify the quality in the year of the disciplinary decision.

+ In cases where cadres, civil servants, and public employees are party members, they have been subject to party disciplinary and administrative disciplinary measures for the same violation but the party disciplinary decision and administrative disciplinary decision are not effective in the same year of assessment will only be counted as a basis for rating quality in one year of assessment.

- Percentage of officials, civil servants, and public employees ranked "Excellent completion of tasks" among the total number of officials, civil servants, and public employees at the same agency, organization, unit, and for each group of subjects with Similar tasks must not exceed the proportion of party members classified as "Excellent completion of tasks" according to the Party's regulations.

Note : In case an agency, organization or unit has excellent and outstanding achievements, completed assigned tasks ahead of schedule, completed unexpected tasks well, has a proposal or organizes implementation innovation, creating positive change, bringing practical value and effectiveness, the competent authority decides the rate of excellent completion of tasks in accordance with reality, ensuring legal rights and interests of officials, civil servants and public employees.

Pursuant to Article 21 of Decree 90/2020/ND-CP regulating the use of results of assessment and classification of civil servant quality as follows:

Use results of evaluation of cadres, civil servants and public employees

The results of evaluating and classifying the quality of cadres, civil servants and public employees are the basis for arranging, using, training, fostering, promoting or promoting professional titles, planning, appointing, dismissing, mobilizing, rotating, seconding, rewarding, disciplining, evaluating and classifying the quality of party members and implementing other policies for cadres, civil servants and public employees.

According to the above regulations in Vietnam, the results of evaluating and ranking the quality of civil servants are used as a basis for:

+ Arrange, use, train, foster, promote or promote professional titles.

+ Planning, appointing, dismissing, mobilizing, rotating, seconding, rewarding, disciplining, evaluating and classifying the quality of party members and implementing other policies for civil servants.
