What is principle of information processing in electronic civil status database in Vietnam?

In Article 4 of Circular 01/2022/TT-BTP, there are regulations on principles of information processing in the electronic civil status database as follows:

1. In case an individual has registered his/her birth after January 1, 2016, he/she will be granted a personal identification number upon birth registration, and his/her information in the electronic civil status database is the input information of the National Population Database, personal information can only be adjusted according to the provisions of Clause 1, Article 12 of this Circular.

In case of amendment, supplementation or cancellation of the legal value of birth information but must re-establish or cancel the personal identification number, the agency managing the electronic civil status database and the management agency shall have to manage the national database on population to coordinate processing; updating and keeping track of processing results in the electronic civil status database; connect, share, and ensure synchronization with the National Population Database.

2. In case of civil status registration, the digitization of civil status books is not specified in Clause 1 of this Article but the information of individuals in the electronic civil status database is different from information in the national population database then the civil status registration agency where the civil status registration has been made shall coordinate with the police agency of the same level in examining, verifying and determining correct and accurate information; based on the verification results to adjust the information in the Database according to regulations, ensuring consistency between the two Databases. The adjustment of information must be kept track of the basis, the person who decided to allow the adjustment, the person who performed it, the time and the content of the adjustment.

3. In case the citizen's information in other databases (if any) is inconsistent with the information in the electronic civil status database or the national population database, the information shall be determined in the electronic civil status database, the national population database is the basis for adjusting citizen information in other databases.

In case there are papers and documents proving the information in other databases are available first, the database management agency shall have to discuss with the electronic civil status database management agency for confirmation, clarify. If there is a legal basis to determine that the information in the electronic civil status database is incorrect, the person with inconsistent information shall guide the person with the inconsistent information to correct the civil status in accordance with the law.

Connection and sharing of information between the electronic civil status database and national population database, national insurance database, other databases, and the Service Portal National Public Service, Public Service Portal and Provincial Electronic Single Window in Vietnam

In Article 3 of Circular 01/2022/TT-BTP, there are regulations on connection and sharing of information between the electronic civil status database and the national population database, the national insurance database, other databases, and the Service Portal National Public Service, Public Service Portal and Provincial Electronic Single Window as follows:

The connection and sharing of information between the electronic civil status database and the national population database, the national insurance database, and other databases; National Public Service Portal; The public service portal, the provincial electronic Single Window information system, and the electronic information systems serving the settlement of administrative procedures shall comply with the provisions of Articles 10 and 11 of Decree No. 87/2020 / ND-CP and the following instructions:

1. The connection and sharing of information between the electronic civil status database and the national population database, the national insurance database, and other databases; National Public Service Portal; The Public Service Portal, the provincial electronic one-stop information system, the electronic information systems serving the settlement of administrative procedures to handle online civil status registration procedures are carried out through the integrated platform, share national data or other connection methods on the basis of a written agreement between the Ministry of Justice and agencies managing databases and electronic information systems, ensuring compliance with regulations on Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management, connection and sharing of digital data of state agencies, guidance of the Ministry of Information and Communications.

2. The electronic civil status database connects, shares and provides information as prescribed in Clause 2, Article 10 of Decree No. 87/2020/ND-CP for the National Population Database right at the time the civil status registrar registers in the civil status book and officially saves it in the electronic civil status database. In case the database cannot be connected or shared due to technical reasons at the time of registration, the database management agencies are responsible for coordinating and handling it within 5 working days. The time to establish information is counted from the time of registration in the civil status book.

3. The civil status information of individuals adjusted and supplemented in the electronic civil status database is updated and shared immediately with the National Population Database through the utility functions provided on the website. Shared electronic civil status registration and management software; is the basis for updating other databases when there is connection and sharing to ensure the information is consistent, synchronous and accurate.

4. In case of receiving and processing online communication requests, the procedures: birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; register death, delete permanent residence registration, enjoy the death benefit, support funeral expenses, enjoy funeral expenses, after completing the birth and death registration, the civil status registration agency Electronically transfer the birth certificate, death extract extract and corresponding electronic file through the utility function provided on the shared electronic civil status registration and management software to the residence registration authority, the competent authority shall issue the health insurance card, settle the survivorship regime, support funeral expenses, enjoy funeral expenses for settlement according to regulations.
