2. Ministry Office

a) Organizational structure of the Ministry Office, including:

- General and Communications Department;

- Northern Administration and Management Department;

- Southern Administration and Management Department;

- Administrative Procedures Control Department;

- Office of Records and Archives;

- Financial Planning Division;

The duties and powers of departments are prescribed by the Chief of Office.

b) The payroll of the Ministry Office includes: Chief of Office, Deputy Chief of Office, Head of Department, Deputy Head of Department and civil servants decided by the Minister among the total administrative payroll assigned to the Ministry;

c) The Ministry's Office has a number of employees working under labor contracts;

d) The Chief of Office is appointed and dismissed by the Minister. The Deputy Chief of Office is appointed and dismissed by the Minister at the request of the Chief of Office.

1. Operating principles of the Department:

a) The Minister operates the Department's activities mainly through the Director of the Department. The Director of the Department is responsible before the Minister and the law for assigned work;

b) The Department works under the Head mode combined with the specialist mode. An area of ​​work can be assigned to a group of civil servants responsible for handling, in which the main responsible civil servant must be identified;

c) The Deputy Director assists the Director in performing tasks assigned by the Director; Be responsible before the Director of the Department and before the law for the implementation of assigned tasks;

d) Civil servants in the Department are under the direct management and administration of the Department's leaders as assigned by the Director of the Department; Responsible to Department leaders for implementing assigned tasks. In cases where Ministry leaders work directly with the Deputy Director and experts, the Deputy Director and experts are responsible for implementing and reporting to the Director.
