At Article 3 of Decree 52/2022/ND-CP stipulates the organizational structure of the Ministry of Construction as follows:
1. Department of Planning and Architecture.
2. Construction Materials Department.
3. Department of Science, Technology and Environment.
4. Department of Planning and Finance.
5. Legal Department.
6. Department of International Cooperation.
7. Department of Personnel Organization.
8. Office.
9. Inspector.
10. Department of Construction Economics.
11. Department of Construction Management.
12. State Department of Construction Quality Inspection.
13. Department of Urban Development.
14. Department of Technical Infrastructure.
15. Department of Housing Management and real estate market.
16. Academy of Construction and Urban Management Officers.
17. Construction Newspaper.
18. Construction Magazine.
19. Information Center.
The units from Clause 1 to Clause 15 of this Article are organizations that help the Minister perform state management functions, the units from Clause 16 to Clause 19 of this Article are public service units under the Ministry.
The Minister of Construction submits to the Prime Minister a decision on the list of other public service units under the ministry.
The Minister of Construction regulates the functions, tasks, powers and organizational structures of Departments, Bureaus, Offices, Ministry Inspectorates, public service units and other units under the Ministry according to the provisions of the Ministry of Construction.

In Clause 14 Article 2 of Decree 52/2022/ND-CP duties and powers of the Ministry of Construction on environmental protection field as follows:
a) Direct and guide the integration of planning, plans, and programs on environmental protection, climate change response, and economical and efficient use of energy in strategies, plans, development program for fields under the ministry's state management;
b) Develop and promulgate according to authority legal documents on environmental protection, climate change response, and economical and efficient use of energy in the fields under the management of the Ministry according to the provisions of law;
c) Develop and implement activities to protect the environment, respond to climate change, and use energy economically and effectively under the management of the ministry.
What are duties and powers of the Ministry of Construction regarding science and technology in Vietnam?
Pursuant to Clause 15 Article 2 of Decree 52/2022/ND-CP duties and powers of the Ministry of Construction regarding science and technology as follows:
Develop, guide and implement the Science, Technology and Innovation Strategy for the Construction industry; Organize the transfer and application of science and technology into management areas of the industry; Organize appraisal, evaluation and recognition of construction technology and scientific and technical advances in the field of state management of the ministry; Develop, guide and inspect measurement activities and quality management of products and goods in the Construction industry.
In addition, Clause 16, Clause 17, Clause 18 Article 2 of Decree 52/2022/ND-CP also stipulates the duties and powers of the Ministry of Construction are as follows:
16. Organize the implementation of tasks on digital transformation, information technology application, and e-Government building of the Construction industry according to the provisions of law; Build and manage information systems and national databases on construction activities; manage and provide information to serve construction investment activities; Build and manage the operation of the online public service provision system in the fields of state management of the Ministry of Construction assigned by the Government and the Prime Minister.
17. Organize and carry out statistical work and archive documents and data on the ministry's state management fields according to the provisions of law.
18. Decide on specific policies and measures and direct the implementation of operating mechanisms of public service organizations under the management of the ministry according to the provisions of law; Manage and direct activities of non-business organizations under the ministry.
