Step 1: Civil servants self-assess and classify quality
Civil servants make self-assessment reports and receive ratings of work results according to assigned responsibilities and tasks.
Step 2: Comment and evaluate civil servants
+ Organize meetings at agencies, organizations, and units where civil servants work to comment and evaluate civil servants.
Participants in the meeting include all civil servants of agencies, organizations and units.
In case an agency, organization or unit has a constituent unit, the composition includes the collective leadership of the agency, organization or unit, representatives of the party committee, trade union, youth union at the same level and the person in charge. heads of constituent units;
For large-scale agencies, organizations, and units, the heads of constituent units may contribute opinions in writing.
+ The civil servant presents a self-assessment report on work results at the meeting, members attending the meeting contribute their opinions, the opinions must be recorded in the minutes and approved at the meeting.
Step 3: Get comments and assessments from party committees of agencies, organizations and units where civil servants work.
Step 4: Consider and decide to evaluate and classify the quality of civil servants
+ The agency that advises on personnel work of the competent agency evaluates and synthesizes comments and assessments specified in Point b and Point c of this Clause and related documents (if any), and proposes evaluation content and quality rating for civil servants.

Step 5: Competent authority:
+ Evaluate civil servants, notify civil servants in writing and publicly announce the results of evaluation and quality ranking;
+ Decide on the form of disclosure in agencies, organizations, and units where civil servants work, with priority given to applying the form of disclosure in the electronic environment.
