What is health type for the hand with 6 fingers when pre-enlistment check-up in Vietnam?

In Clauses 4 and 5, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP stipulating health classification for performing military service as follows:

4. Way to classify health

Based on the number of points for 8 criteria recorded in the military service health card to classify, specifically as follows:

a) Category 1: 8 indicators all achieve 1 point ;

b) Category 2: There is at least 1 criterion with score 2;

c) Category 3: There is at least 1 criterion with score 3;

d) Category 4: There is at least 1 criterion with a score of 4;

dd) Category 5: There is at least 1 criterion with a score of 5;

e) Category 6: There is at least 1 criterion with a score of 6.

5. Some points to pay attention to

a) In case of an acute illness, the disease may be relieved or increased after a period of time or after treatment, the score must be accompanied by the letter " T" next to it (meaning "temporary"). The examiner must write a summary in Vietnamese with the patient's name next to it (can be written with an international noun between parentheses). When concluding, if the letter “T” in the indicator has the highest score, the letter “ T ” must be written in the health classification;

b) In case of doubt that the score cannot be given immediately, the Health Examination Council may send the citizen to be examined at a hospital for more accurate conclusions;

c) If no conclusion is reached, send the citizen to the nearest specialized hospital for examination and diagnosis. The maximum time is from 7-10 days to have a conclusion and only do it in necessary cases;

d) In cases where the health card is marked with the letter "T", the Military Service Medical Examination Council is responsible for guiding citizens to medical facilities for treatment.

According to Section 8 Appendix 1 Classification of health according to physical strength and diseases issued together with Joint Circular 16/2016/TTLT-BYT-BQP stipulating diseases of muscles, bones and joints as follows:

Thus, your hand has 6 fingers but you have not specified whether the current status is removed or not, so there will be the following cases in Vietnam:

Case 1: The hand has 6 fingers but the 6th finger has not been removed, the health will be in the 3T health category.

Case 2: The 6-fingered hand has the 6th finger removed but:

- Does not affect the operation of the hand, it belongs to health category 1.

- Little effect on the hand's activity is in the health category 2.

- Affects a lot of hand activity, it belongs to category 3.

But for the most accurate results, you should participate in the military service examination to be assessed by the medical examination council in Vietnam.

Can hand with 6 fingers perform the military service in Vietnam?

Pursuant to Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulating the following health standards:

3. Health requirements:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

In Clause 1, Article 41 of the 2015 Law on Military Service, supplemented by Point c, Clause 1, Article 49 of the 2019 Militia and Self-Defense Law, these following citizens shall have conscription postponed:

a) Any citizen whose health is unsatisfactory for active duty military service according to the conclusion of pre-enlistment check-up board;

b) Any citizen being the sole earner who directly takes care of his/her relative who lost working capacity or under working age; any citizen being the sole earner in a family suffering serious damage to humans and properties due to dangerous accidents, disasters, epidemics certified by People’s Committees of communes;

c) Any citizen who is a child of sick soldiers, people infected with dioxin and suffering labor capacity reduction from 61% to 80%;

d) Any citizen whose full brother/sister is a non-commissioned officer/active duty enlisted soldier or a non-commissioned officer/enlisted soldier performing service in People’s Army;

dd) Any citizen who is subject to emigration or evacuation in 03 first years to extremely disadvantaged communes according to the socio-economic development project of the State that is decided by People’s Committees of provinces or higher levels;

e) Any citizen who is official or youth volunteer assigned to extremely disadvantage socio-economic area according to the law provisions;

g) Any citizen who is studying at compulsory education institutions or receiving training of university level at higher education institutions or training of college level at vocational education institutions for a training course of a level.

h) Standing militia.

Therefore, if your hand with 6 fingers has not been removed, then the health is 3T, it is still essentially 3rd health, so it still meets the health standards to participate in military service.

There is only one case where the removed, if removed, greatly affects the hand's activities, will be in health category 4. At this time, it will not meet the health standards, so military service will be temporarily postponed.

What cases are exempt from military service in Vietnam?

According to Clause 2, Article 41 of the 2015 Law on Military Service, the following citizens are exempt from conscription:

a) Any citizen who is a child of revolutionary martyrs or grade 1 wounded soldiers;

b) Any citizen who is a brother of revolutionary martyrs;

c) Any citizen who is a child of grade 2 wounded soldiers; a child of sick soldiers suffering labor capacity reduction of 81% or above; a child of people infected with dioxin and suffering labor capacity reduction of 81% or above;

d) Any citizen carrying out essential tasks who is not a soldier or a People’s Army;

dd) Any citizen who is official or youth volunteer assigned to extremely disadvantaged socio-economic area according to the law provisions for 24 months or more;

The above are cases of exemption from military service as provided for by law in Vietnam.
