What is handling of violations by the head of the unit in charge of inspection for a delayed Government inspection in Vietnam?
In Clause 3 and Clause 4, Article 20 of the Regulation on organization and operation of the Inspection Team of the Government Inspectorate issued together with Decision 465/QD-TTCP in 2022, there are regulations on handling violations by the head of the unit in charge of the inspection for delayed Government inspections are as follows:
3. For the Head of the unit presiding over the inspection
a) In case there are 02 inspections that are more than 03 months late, the Department of Planning and General Affairs will include them in the report to remind and criticize at the meetings of leaders of departments, departments, and units of the Government Inspectorate to have solutions;
b) In case there are 03 inspections that are more than 03 months late, the Department of Planning - Summary reports to the Government Inspectorate Leader to direct the Department of Personnel and Organization to advise and review and evaluate the level of task completion; not considering rewards, promotions, or salary increases ahead of time;
c) In case there are 04 or more inspections that are more than 03 months late, the Department of Planning - Synthesis reports and the Government Inspectorate leadership shall direct the Department of Personnel and Organization to report and propose to the Party Committee to inspect the Government on assessment of failure to complete tasks, transfer of civil servants and other contents related to cadre work according to regulations.
4. For Government Inspectorate Leaders assigned to direct the inspection
a) In case there are 03 inspections that are more than 03 months late, the Department of Planning and General Affairs or the Department of Personnel Organization will include a report at the meeting of the Government Inspectorate Leaders or the meeting of the Inspectorate Party Committee Government to have solutions for leadership, direction and administration;
b) In case there are 04 inspections that are more than 03 months late, the Planning - General Department or the Personnel Organization Department will continue to include in the report at the Government Inspectorate Leadership meeting or the Government inspector; The Department of Personnel Organization advises the Party Committee and the Government Inspectorate to review and evaluate the level of task completion, emulation and commendation;
c) In case there are 05 or more inspections that are more than 03 months late, the Department of Personnel Organization advises the Party Committee of the Government Inspectorate and the Government Inspector General to consider and adjust the assignment of tasks accordingly.

What is handling of violations for non-quality inspections in Vietnam?
In Article 21 of the Regulation on organization and operation of the Inspection Team of the Government Inspectorate issued together with Decision 465/QD-TTCP in 2022, there are regulations on handling violations of inspections that do not ensure quality as follows:
1. An inspection that does not ensure quality is an inspection that does not ensure the inspection content, has shortcomings or violations in inspection activities. Depending on the nature and extent of quality failure, the Head of the Inspection Team, members of the Inspection Team, Head of the presiding unit, and assigned Government Inspection Leader will be handled according to the provisions of law.
2. In case the Prime Minister, the Central Steering Committee for Prevention and Combat of Corruption and Negligence, the Central Inspection Committee and competent agencies detect shortcomings and violations in inspection activities, the Department of Personnel Organization advises the Party Committee of the Government Inspectorate and the Government Inspector General to direct and clarify the responsibilities of relevant organizations and individuals for consideration and handling according to the provisions of law.
3. Through inspection, supervision, and resolution of letters, complaints, and denunciations, when detecting shortcomings and violations in inspection activities, the Department of Personnel and Organization coordinates with relevant units. The Government Inspector General advises the Government to direct and clarify the responsibilities of relevant organizations and individuals for consideration and handling according to the provisions of law.
What are regulations on form for establishing a Government inspection team in Vietnam?
In Appendix 01 issued with Decision 465/QD-TTCP in 2022, there are regulations on the sample form for establishing a Government inspection team as follows:
