On February 28, 1947, the Minister of National Defense issued Decree No. 243/ND establishing the Personnel Department under the Political Bureau within the "Military Commission." In 1956, the Personnel Department evolved into: the Personnel Bureau under the General Staff and the Personnel Bureau under the General Political Department.
On April 23, 1957, the Prime Minister of the Government of Vietnam issued Decree No. 172/TTg establishing the General Directorate of Personnel under the Ministry of National Defense by merging the two aforementioned bureaus. By 1959, the Prime Minister of the Government of Vietnam decided to streamline it into the Personnel Bureau under the General Political Department. Since then, February 28, 1947, has been observed annually as the Traditional Day of the Personnel Bureau of the General Political Department.
Thus, February 28 is annually recognized as the Traditional Day of the Personnel Bureau of the General Political Department. According to the Perpetual Calendar, February 28, 2025, corresponds to February 1, 2025, in the lunar calendar.

Based on Article 15 of the 1999 Law on Officers of the Vietnam People's Army (amended by Clause 3 Article 1 of the 2024 Amended Law on Officers of the Vietnam People's Army) on the highest military ranks for officer positions and titles:
Article 15. Highest military ranks for officer positions and titles
- The highest military rank for officer positions and titles is stipulated as follows:
a) General, no more than 03 in number, including:
Minister of National Defense;
Chief of the General Staff; Director of the General Political Department;
b) Senior Lieutenant General, Admiral of the Navy, no more than 14 in number, including:
Deputy Minister of National Defense with the highest rank of Senior Lieutenant General, Admiral of the Navy: no more than 06;
Deputy Chief of the General Staff, Deputy Director of the General Political Department: each position no more than 03;
Director, Political Commissar of the National Defense Academy;
c) Positions and titles with the highest rank of Lieutenant General, Vice Admiral of the Navy; Major General, Rear Admiral of the Navy: no more than 398;
d) Positions and titles specified in points h, i, k, l, m, n, o, p, q, and r of Clause 1, Article 11 of this Law and equivalent positions and titles with the highest rank of Officer, Junior Officer.
