On February 16, 1953, President Ho Chi Minh signed Decree No. 141/SL, establishing the Protection Bureau from among the soldiers tasked with protecting President Ho Chi Minh and Central leaders. This is an important milestone marking the development of the protection force. Since then, February 16 has been recognized as the Traditional Day of the People's Public Security Protection Force.
Therefore, February 16 every year is the traditional day of the People's Public Security Protection Force. According to the Perpetual Calendar, February 16, 2025, corresponds to January 19, 2025, on the lunar calendar.

Who are the subjects of protection in Vietnam?
Based on Article 10 of the Law on Protection 2017 (amended and supplemented by Clause 3, Article 1 of the Amended Law on Protection 2024), the protected persons include:
[1] Persons holding key positions and senior leaders of the Communist Party of Vietnam, the State of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front, including:
- General Secretary of the Central Committee of the Communist Party of Vietnam
- President
- Chairperson of the National Assembly
- Prime Minister of the Government of Vietnam
- Former General Secretary of the Central Committee of the Communist Party of Vietnam, former President, former Chairperson of the National Assembly, former Prime Minister of the Government of Vietnam
- Standing member of the Secretariat, member of the Politburo
- Member of the Secretariat
- Chairperson of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People's Court, Head of the Supreme People's Procuracy, Vice President, Vice Chairperson of the National Assembly, Deputy Prime Minister of the Government of Vietnam.
[2] International guests visiting and working in Vietnam, including:
- Heads of State, legislature, and Government of Vietnam
- Deputy heads of State, legislature, and Government of Vietnam on the principle of reciprocity, at diplomatic requests
- Guests invited by the General Secretary of the Central Committee of the Communist Party of Vietnam, the President, the Chairperson of the National Assembly, the Prime Minister of the Government of Vietnam
- Other guests at the request of the Head of the Central Committee's Foreign Affairs Department, Chair of the National Assembly’s Foreign Affairs Committee, the Minister of Foreign Affairs on the principle of reciprocity, at diplomatic requests

What are the duties of the Protection Force in Vietnam?
According to Article 18 of the Law on Protection 2017 (amended and supplemented by Clause 12, Article 1 of the Amended Law on Protection 2024), the duties of the Protection Force are specified as follows:
Article 18. Duties of the Protection Force
- The Protection Force under the Ministry of Public Security has the following duties:
a) Take the lead, cooperate with relevant agencies and units to ensure absolute safety for protected persons in all situations;
b) Proactively collect information, analyze, evaluate, and forecast situations related to ensuring absolute safety for protected persons;
c) Advise and propose to the Minister of Public Security to issue documents to carry out protection tasks; organize coordination and joint implementation of protection plans and policies;
d) Guide related forces to carry out protection tasks;

The Protection Force has the following tasks:
[1] The Protection Force under the Ministry of Public Security has the following duties:
- Take the lead, cooperate with relevant agencies and units to ensure absolute safety for protected persons in all situations
- Proactively collect information, analyze, evaluate, and forecast situations related to ensuring absolute safety for protected persons
- Advise and propose to the Minister of Public Security to issue documents to carry out protection tasks; organize coordination and joint implementation of protection plans and policies
- Guide related forces to carry out protection tasks
- Research and apply science and technology to protection work
- Conduct international cooperation on protection work
- Train and nurture regulations, military, martial arts, techniques, and tactics for the People's Public Security officers and other forces participating and coordinating the protection work
- Conduct advanced training; training in specific specialties; train, rehearse operation scenarios; deploy forces to carry out protection tasks
- Manage, train, and utilize service animals to assist in protection duties.
[2] The Protection Force under the Ministry of National Defense has the following duties:
- Ensure absolute safety for protected persons assigned by the Army in all situations
- Proactively collect information, analyze, evaluate, and forecast situations related to ensuring absolute safety for protected persons
- Advise and propose to the Minister of National Defense regarding protection work in the Army; take the lead, coordinate, and collaborate with relevant units to ensure absolute safety for protected persons visiting and working in military-managed areas
- Coordinate with the Protection Force under the Ministry of Public Security and related forces to ensure absolute safety for protected persons assigned by the Army
Note: The Minister of Public Security prescribes the policies for advanced training; training in specific specialties; training, rehearsal of combat scenarios; deployment for protection tasks of the Protection Force under the Ministry of Public Security.
