Pursuant to Subsection 1, Section 0601, Part 06, Appendix II issued together with Circular 9/2022/TT-BNV stipulating the concept and calculation method as follows:

Concepts and methods of calculation

Emulation movement is an organized activity launched by an authorized person with the voluntary participation of individuals, collectives and households.

Calculation method: Statistics of emulation movements by central level; ministries, departments, branches, central mass organizations, provinces and central-affiliated cities; agencies, organizations and units.

Therefore, emulation activity is an organized activity launched by a competent person with the voluntary participation of individuals, collectives and households.

What forms of emulation are currently organized according to the law in Vietnam?

Pursuant to Subsection 2, Section 0601, Part 06, Appendix II issued together with Circular 9/2022/TT-BNV stipulating the main division as follows:

Main division

- Level in charge of launching and launching emulation: Divided into 3 groups: central level (Central Committee for Emulation - Commendation); central ministerial, departmental, mass mass organizations, provinces and centrally run cities and agencies, organizations and units.

- Scope of organization of emulation: Divided into 4 groups (National; Ministries, departments, branches, unions, localities; Emulation clusters and blocks organized by the Emulation - Commendation Council at all levels; Agencies and organizations; positions, units).

- Emulation duration: Divided into 5 groups (under 01 year, 01 year, from 01 year to under 3 years, from 03 years to under 5 years, from 5 years or more).

- Organizational form of emulation movement: Divided into 2 groups (regular emulation and thematic emulation).

As regulations above, there are currently 2 groups organizing emulation movements: regular emulation and thematic emulation.

What are state-level emulation titles in Vietnam?

Pursuant to Section 0602, Part 06, Appendix II issued together with Circular 9/2022/TT-BNV stipulating the number of State-level rewards as follows:

Number of State-level rewards

1. Concept, calculation method

The form of commendation and emulation title at the State level is the form of commendation and emulation title under the decision-making authority of the President, the Government and the Prime Minister.

Forms of commendation include: Medals; Medal; State honors; “Ho Chi Minh Award”, “State Award”; Medal; Merit; Certificate of merit.

Emulation titles include: Emulation titles for individuals include: "National emulation soldier"; Emulation soldiers of ministries, departments, branches and provinces; “Basic emulation soldier”; "Advanced Labor", "Advanced Soldier". Emulation titles for the collective include: "Emulation flag of the Government"; Emulation flags of ministries, departments, branches and provinces; “Excellent labor collective”, “Determined to win”; “Advanced Labor Collective”, “Advanced Unit”; Typical communes, wards and towns; Villages, cultural quarters. The title of emulation for households is "Cultural family".

Calculation method: Calculate the quantity of each form of commendation and emulation title at the State level and by each class (if there is a classification). Calculation period: Data from December 1 of the previous year to November 30 of the following year.

2. Main division

- According to the unit issuing the report to the Prime Minister on commendation (Ministries, departments, branches, mass organizations at the Central Government, provinces and cities directly under the Central Government);

- According to the reward object divided into 3 groups:

+ Collective (in which details the number of rewards for enterprises).

+ Household.

+ Individuals: Divided into 5 groups: Leaders at ministerial level, provincial level and equivalent or higher; Leaders at departmental, departmental, branch level and equivalent levels; Businessmen; Other leadership levels from deputy department upwards; Persons who directly work, work, study, fight and serve in combat (workers, farmers, ...).

- According to the reward method, divided into 8 groups: Medals and medals; Ho Chi Minh Prize; State Award; State honors; Emulation flag of the Government; Certificate of Merit from the Prime Minister; Title "National Emulation Fighter"; Other forms of rewards.

- Emulation titles for collectives include: "Government's emulation flag"; Emulation flags of ministries, departments, branches and provinces; “Excellent labor collective”, “Determined to win”; “Advanced Labor Collective”, “Advanced Unit”; Typical communes, wards and towns; Villages, cultural quarters.

- The title of emulation for households is "Cultural family".
