In Subsection 3, Section I, of the National Committee for Digital Transformation in 2023, promulgated together with Decision 17/QD-UBQGCDS in 2023, the target is set on the proportion of GDP digital economic value as follows:
3. Digital Economy
a) The proportion of value added of the digital economy in GDP is over 16%.
b) The proportion of e-commerce in total retail sales is over 8.5%.
c) 100% of ministries, branches and localities shall issue and organize the implementation of plans on development of the digital economy and digital society under their respective management.
d) 100% of ministries, branches and localities implement activities to promote digital transformation and non-cash payment in educational and medical institutions under their management.
dd) Over 90% of small and medium enterprises have access to try digital transformation platforms, over 30% of small and medium enterprises regularly use digital transformation platforms.
Thus, the proportion of added value of the digital economy in GDP above 16% is one of the goals to strive for in 2023.
In addition, the National Committee on Digital Transformation also sets a target that e-commerce proportion in total retail sales is above 8.5% in Vietnam.

4. Digital society
a) The percentage of mobile phone subscribers using smartphones is over 80%.
b) Percentage of households with broadband fiber optic internet is over 85%.
c) Percentage of adult population with e-identification accounts over 30%.
d) Percentage of the adult population with digital signatures or personal electronic signatures is over 20%.
dd) Percentage of population aged 15 years and over who have a payment transaction account at a bank or other authorized organization is over 75%.
e) The percentage of adult population with online public service accounts is over 60%.
g) The percentage of adult population using a platform to support remote medical examination and treatment is over 30%.
h) Percentage of population with electronic health records over 80%.
Thus, according to the Operational Plan, in 2023, the percentage of mobile phone subscribers using smartphones will increase to over 80% in Vietnam.

In Subsection 5, Section I, the National Committee for Digital Transformation in 2023, promulgated together with Decision 17/QD-UBQGCDS in 2023, on setting targets for network safety and security is as follows:
5. Safety, network security
a) The rate of information systems of state agencies that have completed approval of information system safety levels is over 80%.
b) The rate of information systems of state agencies satisfying the requirements of ensuring information system safety by level is over 30%.
c) Percentage of smart mobile phone subscribers using basic network information security software is over 20%.
d) The percentage of households with broadband fiber optic Internet access using basic network information security solutions is over 10%.
What technology will be applied in directing and promoting the implementation of general data processing at ministerial and provincial levels in Vietnam?
In Subsection 1, Section I, the National Committee for Digital Transformation in 2023, promulgated together with Decision 17/QD-UBQGCDS in 2023, on digital data targets is as follows:
1. Digital data
a) 100% of ministries, branches and localities shall promulgate a list of databases under their management and specific plans and roadmaps for building and deploying databases in the list.
b) 100% of ministries, sectors and localities issue plans on open data, including the list of open data, the disclosure of open data by state agencies within the scope of management and the minimum level to be achieved in each phase of the plan; first delivery of planned open data.
c) 100% of ministries, sectors and localities provide data sharing services on an integrated and data sharing platform (National Data Exchange Platform/Local Government Service Platform).
d) More than 30% of ministries, sectors and localities have deployed ministerial and provincial general data processing and analysis platforms, applying artificial intelligence to optimize operations.
dd) 100% of ministries, branches and localities deploy the function of electronic data warehouse of organizations and individuals on the information system to handle administrative procedures at ministerial and provincial levels so that people and businesses only have to provide provide information once to state agencies when performing online public services.
e) 100% of ministries, branches, localities and state-owned enterprises implement activities to improve capacity for data development and administration under their management.
g) 100% of vocational education and training institutions providing college level training, higher education institutions and schools of state agencies, political organizations, socio-political organizations, armed forces People who are active in training at college and university levels have conducted a review of training programs to consider supplementing and integrating content and output standards on big data, design, analysis, processing data in accordance with the respective characteristics of each training industry or profession.
h) 100% of websites and web portals of state agencies are assessed for information security and labeled with network trust.
Thus, according to the plan, more than 30% of ministries, branches and localities deploying a general data processing and analysis platform at ministerial and provincial levels will apply artificial intelligence to optimize operations in Vietnam.
