What is building database and monitoring the implementation of policy of attracting and creating cadres from excellent graduates and young scientists in Vietnam?
In Article 6 of Decree 140/2017/ND-CP stipulating building database and monitoring the implementation of policy of attracting and creating cadres from excellent graduates and young scientists such as:
1. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training and relevant agencies in, building a database of excellent graduates and young scientists specified in Article 2 of this Decree.
2. The Ministry of Home Affairs is responsible for introducing excellent graduates and young scientists who meet the criteria specified in Article 2 of this Decree to agencies, organizations and units for consideration and recruitment.
3. In addition to the provisions of Clause 2 of this Article, ministries, branches and localities are responsible for monitoring and detecting excellent graduates and young scientists who meet the criteria specified in Article 2 of this Decree to consider recruiting in accordance with the standards and conditions of the positions of agencies, organizations and units under their management.
4. The Ministry of Home Affairs is responsible for guiding, monitoring, examining, inspecting and evaluating the implementation of the policy of attracting and creating cadres from excellent graduates, young scientists, and reporting. Prime Minister before December 31 of each year; organize a preliminary review and evaluation of the implementation of this policy.
The building of a database and monitoring implementation of policy of attracting and creating cadres from excellent graduates and young scientists is carried out in accordance with the above regulations in Vietnam.
What are form of recruitment and examination contents for admission of excellent graduates and young scientists working in state agencies in Vietnam?
In Article 7 of Decree 140/2017/ND-CP stipulating the form of recruitment of excellent graduates and young scientists working at state agencies as follows:
1. Excellent graduates and young scientists who meet the criteria specified in Article 2 of this Decree shall be recruited through recruitment examination.
2. The Ministry of National Defense and the Ministry of Public Security shall consider and recruit excellent graduates and young scientists in accordance with the provisions of the Law on Officers of the Vietnam People's Army, the Law on People's Public Security and other documents.
In Article 8 of Decree 140/2017/ND-CP stipulating examination contents for admission of excellent graduates and young scientists working in state agencies as follows:
1. To consider the study and research results (if any) of the candidates according to the criteria specified in Article 2 of this Decree.
2. Interview about the candidate's professional qualifications.
According to this Article, excellent graduates and young scientists working in state agencies are recruited according to the form and content mentioned above in Vietnam.
What are procedures for recruitment of excellent graduates and young scientists working in state agencies in Vietnam?
Article 9 of Decree 140/2017/ND-CP stipulates procedures for recruitment of excellent graduates and young scientists working in state agencies as follows:
1. Agencies, organizations and units that are competent to recruit recruitment shall make public announcements at least 3 times in a row on three mass media including written newspapers, oral newspapers, and news broadcasting of central or local at the same time, post on the website of the agency, organization or unit the conditions for registration, the number of positions to be filled, the content of the application, the deadline for receiving the application, and the place to submit the application form, application file, phone and email address of the organization or individual receiving the application.
The order and procedures for recruiting excellent graduates and young scientists to the Ministry of National Defense and the Ministry of Public Security shall comply with the regulations of the Ministry of National Defense and the Ministry of Public Security.
2. Candidates for recruitment shall submit 01 application form made according to the form issued with this Decree to the recruiting agency, organization or unit within 30 days from the date of the recruitment notice.
3. Within 08 days from the deadline to receive the application form, the agency, organization or unit is responsible for notifying the results of the application examination to the candidate. Within 07 days from the date of notification of the results of the dossier examination, the agency, organization or unit shall organize the recruitment according to the provisions of Article 8 of this Decree. Agencies, organizations and units shall establish recruitment councils and determine successful candidates according to current regulations of law on recruitment of civil servants and public employees.
After the announcement of the successful results is announced, the successful candidate is responsible for submitting the application to the competent recruitment agency, organization or unit for comparison.
4. Recruitment decision:
a) Within 05 working days from the date on which the recruitment result is approved by the competent person, the competent recruitment agency, organization or unit shall issue a recruitment decision to the candidate. recruitment that best meets the requirements of the job position to be recruited and notify in writing to the candidate; at the same time send the list to the Ministry of Home Affairs for general synthesis and monitoring (except in the case of state secret);
b) Within 30 days from the day on which the recruitment decision is issued, the successful candidate must go to the receiving agency, organization or unit, unless the recruitment decision prescribes another time limit. In case the recruited person cannot come to accept the job for legitimate reasons, he/she must make an application for extension before the end of the above-said time limit and send it to the agency, organization or unit competent to recruit.
The extension period shall not exceed 30 days from the date of expiry of the employment period; For people studying, living and working abroad, the extension period shall not exceed 45 days.
5. Cancel recruitment results
If the successful candidate does not come to accept the job after the time limit specified at Point b, Clause 4, Article 9 of this Decree, the head of the agency, organization or unit competent to recruit shall issue a decision to cancel the recruitment decision and can recruit people with adjacent recruitment results.
