Pursuant to Clause 1.d Article 16 of the Law on Identiification in 2023 (effective from 01/07/2024) stipulating regulations on collecting, updating, adjusting, managing, connecting, sharing and extracting information on the identification database as follows:
Collecting, updating, adjusting, managing, connecting, sharing and extracting information on the identification database
1. Information on the identification database is collected, updated, and adjusted from the following sources:
a) Information connection and exchange with the national population database, the national database and the specialized database;
b) Identification archive; dossiers on issuance and management of ID cards/certificates;
c) Persons who are information owners, except for the case specified in Point d of this Clause;
d) Biometrics identifiers that are ADN and voices voluntarily provided by each citizen or collected by the criminal proceedings agency or the supervisory agency of persons against whom administrative measures are taken during the performance of its functions and tasks, in which case these biometric identifiers will be shared with the identification-managing agency for update on the identification database.

As regulations above, 03 cases of collection of biometrics identifiers that are ADN and voices in Vietnam:
(1) Voluntarily provided by each citizen
(2) Collected by the criminal proceedings agency or the supervisory agency of persons against whom administrative measures are taken during the performance of its functions and tasks
(3) Collected for update on the identification database
Is it permissible to use biometrics identifiers when traveling by planes in Vietnam?
Pursuant to Clause 1 Article 41 of the Circular 13/2019/TT-BGTVT (amended by Clause 13 Article 1 of the Circular 42/2023/TT-BGTVT, which is effective from 15/02/2024) stipulating biometric authentication when traveling by planes in Vietnam as follows:
Aviation security inspection of passengers and their carry-on baggage on departure
1. Each airline shall be only allowed to agree to transport and let a passenger board if:
a) He/She has his/her boarding pass and identity documents (or his/her electronic identity information having the same validity as that of identity documents) specified in the Appendix XIV hereof; are compared against their documents (or his/her electronic identity information having the same validity as that of identity documents or biometric authentication data) and boarding pass to make sure that the passenger, his/her documents and boarding pass match.
b) He/She and his/her baggage have undergone security inspection.
2. Passengers with checked baggage, except for the cases specified in Clause 3 of this Article, must be present at the check-in counter to drop their baggage. The check-in agent shall compare passengers against their boarding passes or tickets and identity documents, and ask them about their baggage. In case of any suspicion, notify the person in charge of the aviation security checkpoint.

Therefore, starting from February 15, 2024, when traveling by airplane, airlines can verify and cross-reference the electronic identity information that has legal equivalence to personal documents or biometric authentication data of passengers to ensure the match between the passenger's identity and the documents and flight.
