What is appointment of professional titles and salaries of specialized archivists for other cases in Vietnam?

In Article 16 of Circular 07/2022/TT-BNV stipulates as follows:

1. In case when recruiting for a professional title, an archiving public employee is a civil servant or another specialized public employee:

a) In case of being appointed to the professional title of a specialized archive officer in the same category of public employee according to the Salary Table 3, the salary classification shall be changed to the professional title of a specialized archivist according to the guidance in Clause 2, Section II Circular No. 02/2007/TT-BNV ;

b) If you have a college degree and when you are recruited, you have been assigned a salary of an A0 civil servant or public employee. When being recruited as an archivist, you must appoint to the professional title of Intermediate Archivist (code V.01.02.03) and perform the salary reordering as follows:

Based on the current salary coefficient in category A0, the time to consider the next salary increase is calculated. from the date of ranking the current salary coefficient at type A0. In case the salary coefficient (including seniority allowances beyond the bracket, if any) in class A0 is greater than the highest salary coefficient of class B public employees, the salary shall be arranged according to the calculation method at Point c, Clause 1, Section II, Circular No. 02/2007/TT-BNV.

2. In case a person is recruited or admitted to work as an archival officer (other than the case specified in Clause 1 of this Article), he/she shall be arranged to work in accordance with the training industry or profession or in accordance with professional expertise. If you have previously held a position, you must pay compulsory social insurance for the working period (except for the probationary period or probation period prescribed for the title of archived public employee) according to the provisions of the Law on Social Insurance before recruitment date, take up the position of public employee (if you have a period of work with intermittent compulsory social insurance payment but have not yet received a lump-sum social insurance allowance, it will be accumulated) at the level of training corresponding to the level of training required by the job position to be recruited, which is calculated as the basis for salary classification according to the professional title suitable to the recruited or accepted job position. The salary arrangement according to the public employee's professional title corresponding to the job position to be recruited and accepted shall be implemented as follows:

a) If appointed to the professional title of intermediate archivist, the calculation shall be calculated from level 1 of a class B official (for an intermediate degree) and level 2 (for a case of a college degree or more), every 2 years (full 24 months) is ranked up 01 salary level. After converting the time to be classified into the salary grade of the appointed mid-level archivist, if the number of months is less than 24 months, this number of months will be counted into the time to consider raising the next salary level or consider receiving allowances for seniority beyond the bracket (if any);

b) If appointed to the professional title Archiver, from the 1st grade of the A1 public employee, every 3 years (full 36 months) he/she will be ranked up to 01 salary grade. After converting the time to be classified into the salary grade of the appointed archivist, if the number of months is less than 36 months, this number of months will be counted into the time to consider raising the next salary level or considering receiving overtime allowance (if any);

c) If appointed to the professional title of main archivist, the salary arrangement shall be as follows:

Calculated according to the provisions of Point b, Clause 2 of this Article, if the salary coefficient is equal to or lower than the salary coefficient of grade 1 of the professional title of the main archivist (class A2 public employee, group 2), they shall be classified as grade 1 of the main archivist, if the salary coefficient is higher than the salary coefficient of grade 1 of the professional title, the main archivist will be classified into the rank with the highest salary coefficient of the career title of the main archivist, the number of months specified Less than 36 months for the cases specified at this point c shall be counted into the time for consideration for the next salary increase or for consideration of overtime allowances (if any).

What is appointment of professional title of archivist, who specializes in archiving and salary classification at the end of the probationary period in Vietnam?

According to Clause 1, Article 14 of Circular 07/2022/TT-BNV stipulating as follows:

After the probationary period expires and meets the requirements, the apprentice will be appointed to the professional title of a specialized archive officer according to the provisions of Article 24 of Decree No. 115/2020/ND-CP and salary arranged according to the Table 3. Professional and professional salary list for cadres and public employees in non-business units of the State promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on regulations on salary levels for cadres, civil servants, public employees and the armed forces (hereinafter referred to as Payroll 3) are as follows:

1. In case of appointment of the professional title of Intermediate archivist

a) Public employees who are appointed to the professional title Intermediate archivist, code V.01.02.03 with intermediate training qualifications are ranked at level 1, salary coefficient 1.86 (Class B official);

b) Public employees who are appointed to the professional title of Intermediate archivist, code V.01.02.03 with college degree or higher, are ranked at level 2, salary coefficient 2.06 (Class B official). 

What is appointment of professional title of archivist specialized in archiving and salary grading at the end of the probationary period in Vietnam? 

Pursuant to Clause 2, Article 14 of Circular 07/2022/TT-BNV stipulates as follows:

2. In case of appointment of professional title Archivist

a) Public employees appointed to the professional title Archivist, code V.01.02.02 with university training degree are ranked at level 1, salary coefficient 2.34 (Class A1 official);

b) Public employees appointed to the professional title Archiver, code V.01.02.02 with a master's degree, are ranked at level 2, salary coefficient 2.67 (Class A1 officer);

c) Public employees appointed to the professional title Archiver, code V.01.02.02 with doctoral training qualifications are ranked at level 3, salary coefficient 3.00 (Class A1).
