Pursuant to the provisions of Subsection 1, Section 0103, Part 01, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the concept and calculation method as follows:
Concepts and methods of calculation
- Villages and neighborhoods, quarters, street blocks... (collectively referred to as neighborhood groups) are self-governing organizations of a population community sharing the same geographical area residing in an area in a commune, ward or township (commune, ward and township hereinafter referred to as commune level); Villages and neighborhoods are the place where direct and widespread democracy is practiced to promote forms of self-governing activities, people's organizations to implement the Party's guidelines and guidelines, the State's policies and laws, and the tasks assigned by their superiors.
- Villages and neighborhoods are not an administrative level directly managed by communes, wards and townships. Villages shall be established in communes, neighborhoods shall be established in wards and townships, and in urban areas and collective housing quarters of agencies in the commune when fully satisfying the conditions prescribed by law.
- Number of villages and neighborhoods is the number of villages and neighborhoods existing up to the time of statistics of each commune, ward and township in the whole country.
