      Based on Article 4 of the Resolution 1211/2016/UBTVQH13 (amended by Points a and b, Clause 4; Clause 20, Article 1 of the Resolution 27/2022/UBTVQH15), the criteria for central-affiliated cities are as follows:

      Criteria for central-affiliated cities:

      1. Population size of 1,000,000 or more.

      2. Natural area of 1,500 km2 or more.

      3. Administrative units under its jurisdiction:

      a) The number of subordinate district-level administrative units is 9 or more.

      b) The proportion of districts, towns, and central-affiliated cities to the total number of subordinate district-level administrative units is 60% or more, including at least 2 districts.

      4. Recognized as a special or type I urban area, or the planned area for the establishment of a central-affiliated city meets the criteria of a special or type I urban area.

      5. Socio-economic structure and development level meet the regulations specified in the Appendix issued with this Resolution.

      According to the regulations above, the criteria for central-affiliated cities are as follows:

      - The cities have a population size of 1,000,000 or more.

      - The cities have a natural area of 1,500 km2 or more.

      - The cities have 9 or more subordinate district-level administrative units.

      - The proportion of districts, towns, and central-affiliated cities to the total number of subordinate district-level administrative units is 60% or more, including at least 2 districts.

      - The cities have been recognized as a special or type 1 urban area, or the planned area for the establishment of a central-affiliated city meets the criteria of a special or type 1 urban area.

      - The cities meet the following criteria for socio-economic structure and development level (according to the Appendix issued with Resolution 1211/2016/UBTVQH13, amended and supplemented by Resolution 27/2022/UBTVQH15):

      + Budget balance: sufficient.

      + Average income per capita per month compared to the national average (times): 1.75.

      + Average economic growth rate of the past 3 years (%): Achieve the national average.

      + Poverty rate based on multidimensional poverty standards of the past 3 years (%): Achieve the national average.

      + Proportion of industry, construction, and services in the economic structure: 90%.

      + Proportion of non-agricultural labor in urban areas, towns, districts, and wards: 90%.

      Currently, Vietnam has 5 central-affiliated cities, including:

      [1] Ha Noi

      Ha Noi is the capital of Vietnam. It is also a central-affiliated city, and one of the two special urban areas in the Socialist Republic of Vietnam.

      It is the largest city in Vietnam in terms of area and serves as the political center and one of the two important economic, cultural, and educational centers in Vietnam.

      [2] Ho Chi Minh City

      Ho Chi Minh City (commonly known as HCMC) is located in southern Vietnam and is the largest economic, cultural, educational, scientific, and tourist center in the country.

      [3] Hai Phong

      Hai Phong is located in the Red River Delta region and on the northeastern coast of Vietnam. It is located about 100 km east of Ha Noi.

      Hai Phong is divided into 7 districts, 8 rural districts, and 217 administrative units including communes, wards, and towns.

      [4] Da Nang

      Da Nang is located in the coastal region of Central Vietnam and is an important economic, cultural, educational, scientific, and tourist center of the region.

      [5] Can Tho

      Can Tho is located in the Mekong Delta region and serves as the economic, cultural, social, healthcare, educational, and commercial center of the area.

      Note: There is currently no official decision to establish additional central-affiliated cities in 2024. However, it is expected to develop 3 more cities, including Hue, Da Lat, and Buon Ma Thuot, if they meet the necessary conditions to create a balance among the northern, central, and southern regions.

      What are criteria for classification and evaluation of central-affiliated cities in Vietnam?

      According to Article 15 of the Resolution 1211/2016/UBTVQH13 (amended by Clause 18 Article 1 of the Resolution 27/2022/UBTVQH15), the classification and evaluation of central-affiliated cities in Vietnam are based on the following criteria:

      (1) Population size:

      - A population size of 1,000,000 or below is scored 20 points.

      - For every additional 30,000 people above 1,000,000, an extra 0.5 points are awarded, with a maximum of 30 points.

      (2) Natural area:

      - A natural area of 1,000 km2 or below is scored 20 points.

      - For every additional 50 km2 above 1,000 km2, an extra 0.5 points are awarded, with a maximum of 25 points.

      (3) Number of subordinate administrative units:

      - Having 10 or fewer subordinate district-level administrative units is scored 2 points.

      - For every additional administrative unit beyond 10, an extra 0.5 points are awarded, with a maximum of 6 points.

      - Having a proportion of districts to the total number of administrative units below 40% is scored 1 point.

      - For every additional 5% of districts, an extra 0.5 points are awarded, with a maximum of 4 points.

      (4) Socio-economic development level:

      - Having a proportion of centrally allocated revenues to the central budget of 20% or below is scored 10 points.

      - For every additional 1% of centrally allocated revenues, an extra 0.25 points are awarded, with a maximum of 15 points.

      - Having a proportion of industry, construction, and services in the economic structure of 70% or below is scored 1 point.

      - For every additional 5% of industry, construction, and services, an extra 0.25 points are awarded, with a maximum of 2 points.

      - Having an average per capita income below the national average is scored 1 point.

      - For every additional 5% above the national average, an extra 0.25 points are awarded, with a maximum of 2 points.

      - Having an economic growth rate below the national average is scored 1 point.

      - For every additional 0.5% above the national average, an extra 0.25 points are awarded, with a maximum of 2 points.

      - Having a proportion of non-agricultural labor below 65% is scored 1 point.

      - For every additional 5% of non-agricultural labor, an extra 0.25 points are awarded, with a maximum of 2 points.

      - Having a proportion of trained labor below the national average is scored 1 point.

      - For every additional 5% above the national average, an extra 0.25 points are awarded, with a maximum of 2 points.

      - Having a ratio of hospital beds per 10,000 people below the national average is scored 0.5 points.

      - For every additional 5% above the national average, an extra 0.25 points are awarded, with a maximum of 1.5 points.

      - Having a ratio of doctors per 10,000 people below the national average is scored 0.5 points.

      - For every additional 5% above the national average, an extra 0.25 points are awarded, with a maximum of 1.5 points.

      - Having a poverty rate above the national average based on multidimensional poverty standards is scored 1 point.

      - For every 0.5% reduction below the national average, an extra 0.25 points are awarded, with a maximum of 2 points.

      (5) Specific factors:

      - Having a temporary resident population ranging from 10% to 20% compared to the permanent resident population is scored 1 point.

      - For every additional 5% above 20%, an extra 0.5 points are awarded, with a maximum of 5 points.
