What Information is Included in the Communist Party Member Dossier?
On June 05, 2017, the Central Committee for Organizational Affairs issued Guidance 09-HD/BTCTW of 2017 on the operations of party members.
The party member dossier is one of the central contents and is specified in Sub-section 1.1, Section 1, Part II of Guidance 09-HD/BTCTW of 2017. Specifically, as follows:
a) When considering admission to the Communist Party:
(1) Certificate of participation in the training course on Communist Party ideology;
(2) Application for joining the Communist Party;
(3) The resume of the person joining the Communist Party and attached verification documents;
(4) Introduction letter from an official party member assigned to provide assistance;
(5) Resolution recommending the elite member to join the Communist Party from the Ho Chi Minh Communist Youth Union or the grassroots union (if any);
(6) Summary of feedback from the political-social organization where the person joining the Communist Party is active and the party cell or committee where the person resides, regarding the person joining the Communist Party.
b) After the party cell reviews and agrees to admit the person to the Communist Party:
(1) Resolution reviewing and recommending party membership by the party cell;
(2) Verification report by the sectional party committee (if any);
(3) Resolution reviewing and recommending party membership by the grassroots party committee;
(4) Decision on party membership by the competent authority;
(5) Party member resume;
(6) Party member card.
c) When the party member is officially recognized, the following additional documents are required:
(1) Certificate of participation in the new party member training course;
(2) Self-assessment report by the probationary party member;
(3) Evaluation report on the probationary party member by the official party member assigned to provide assistance;
(4) Summary of feedback from the political-social organization where the probationary party member is active and the party cell or committee where the person resides, regarding the probationary party member;
(5) Resolution reviewing and recommending the official recognition of party membership by the party cell;
(6) Verification report by the sectional party committee (if any);
(7) Resolution reviewing and recommending the official recognition of party membership by the grassroots party committee;
(8) Decision on official party membership recognition, party card issuance decision, and decision to award the Communist Party Badge by the competent authority;
(9) Annual supplements to the party member dossier;
(10) Verification and conclusion documents on the party member's resume (if any);
(11) Decisions by the competent authority on transfers, appointments, retirements, sick leaves, inter-sector transfers, demobilization, discharges, discipline, commendations; copies of degrees, certificates in professional skills, political theory, foreign languages, informatics, etc.;
(12) System of party activity introduction letters since joining the Communist Party;
(13) Annual self-assessment reports (of the past 5 years) and reports when transferring party activities.
In addition to the above-mentioned documents, other documents attached to the party member dossier are considered references.
- Documents in the party member dossier (except the party member card which is organized and managed according to separate regulations) are recorded into the document checklist and organized in the aforementioned order, then placed in the dossier for management; the document checklist in the party member dossier must be checked, confirmed, signed, and stamped by the party committee in charge of managing the party member dossiers.
