What holiday is celebrated on February 3rd in Vietnam?

Under Article 4 of Decree 145/2013/ND-CP, the major holidays in Vietnam are as follows:

Major holidays

The major holidays in the country include:

1. Lunar New Year's Day (January 1st of the Lunar Calendar).

2. The anniversary of the establishment of the Communist Party of Vietnam (February 3rd, 1930).

3. The Hung Kings Commemoration Day (March 10th of the Lunar Calendar).

4. The day of the Liberation of the South and the Reunification of the country (April 30th, 1975).

5. The day of the Victory of Dien Bien Phu (May 7th, 1954).

6. The birthday of President Ho Chi Minh (May 19th, 1890).

7. The August Revolution Day (August 19th, 1945) and the National Day of the Socialist Republic of Vietnam (September 2nd, 1945).

Therefore, February 3rd is the anniversary of the establishment of the Communist Party of Vietnam.

In 2024, we will celebrate the 94th anniversary of the establishment of the Communist Party of Vietnam (February 3rd, 1930 - February 3rd, 2024).

Do Communist Party members get a full salary holiday on the anniversary of the Party's establishment in Vietnam?

Pursuant to Article 112 of the Labor Code in 2019 stipulating public holidays as follows:

Public holidays

1. Employees shall be entitled to fully paid days off on the following public holidays:

a) Gregorian Calendar New Year Holiday: 01 day (the 1st of January of the Gregorian calendar);

b) Lunar New Year Holidays: 05 days;

c) Victory Day: 01 day (the 30th of April of the Gregorian calendar);

d) International Labor Day: 01 day (the 1st of May of the Gregorian calendar);

dd) National Day: 02 days (the 2nd of September of the Gregorian calendar and the previous or next day);

e) Hung Kings Commemoration Day: 01 day (the 10th of the third month of the Lunar calendar).

2. Foreign employees in Vietnam are entitled to 01 traditional public holiday and 01 National Day of their country, in addition to the public holidays stipulated in Clause 1 of this Article.

3. The Prime Minister shall decide the specific public holidays mentioned in Point b and Point dd Clause 1 of this Article on an annual basis.

As regulations above, employees shall be entitled to 06 fully paid days off on the following public holidays:

- Gregorian Calendar New Year Holiday

- Lunar New Year Holidays

- Victory Day

- International Labor Day

- National Day

- Hung Kings Commemoration Day

Therefore, on the anniversary of the establishment of the Communist Party of Vietnam, party members still go to work as usual and do not receive a full salary holiday, except in cases where party members request annual leave or unpaid leave according to regulations.

What age and educational qualifications are required to join the Communist Party of Vietnam?

According to Section 1 of Regulation 24-QD/TW in 2021, the age and educational qualifications for joining the Communist Party are as follows:

Article 1 (Clause 2): the age and educational qualifications for joining the Communist Party

1.1. Age requirement:

1.1.1. At the time of the party cell's consideration for admission, the person must be between 18 and 60 years old (calculated by month).

1.1.2. The admission of individuals over 60 years old into the Party will be considered and decided by the Party's central-level subordinate committee.

1.2. Educational qualifications:

1.2.1. The person joining the Party must have a high school diploma or higher.

1.2.2. The educational qualifications of individuals living in mountainous areas, islands, regions with ethnic minority communities, regions with particularly difficult socio-economic conditions, and other specific cases that do not meet the general requirements for Party development will be implemented according to the guidance of the Party's Central Committee.

Therefore, to join the Party, a person must have at least a secondary school graduation certificate.

For individuals living in mountainous areas, islands, regions with ethnic minority communities, regions with particularly difficult socio-economic conditions, and other specific cases that do not meet the general requirements, their educational qualifications will be implemented according to the guidance of the Party's Central Committee.

In terms of age, individuals joining the Party must be between 18 and 60 years old (calculated by month) at the time of the party cell's consideration for admission.

For individuals over 60 years old, their admission to the Party will be considered and decided by the Party's central-level subordinate committee.

Additionally, when joining the Party, Party members also have the following rights:

- The right to receive Party information.

On a regular monthly basis or when necessary, according to the guidance of the Central Propaganda Committee and higher-level Party committees, Party committees at all levels provide information to Party members about the local situation, tasks of the locality, agencies, and units; Party's policies, state laws; domestic and international current affairs, in line with the requirements of Party tasks and the characteristics of Party organizations and members, contributing to improving awareness and creating conditions for Party members to fulfill their assigned tasks.

- The right of Party members in candidacy, nomination, and election of Party leadership positions. Implemented according to the regulations of the Central Executive Committee.

- The right of Party members in criticism, questioning Party organizations and members; reporting, making suggestions to responsible agencies.

Party members can criticize, question, report, and make suggestions directly or in writing within the scope of Party organizations at all levels regarding the activities of Party organizations and members at all levels; issues related to the functions, tasks, and authority of the Party organization or the responsibilities, tasks, and moral qualities of the Party member; take responsibility before the Party organization for their opinions. When receiving criticism, questioning, reporting, and suggestions, Party organizations and members are responsible for responding within the authorized time frame, which is no later than 30 working days for grassroots Party organizations and members, 60 working days for district and provincial levels and equivalent, 90 working days for central level. In complex cases that require more time than the prescribed period, the reason must be communicated to the Party organization and Party member.

- Party members are informed of the comments and opinions of the Party committee at the workplace and place of residence when considering appointment, recommendation for candidacy; have the opportunity to express opinions to the Party organization and Party committee when considering, deciding on their work or disciplinary actions against them.
