Based on Article 7 of the Law on National Defence 2018:

The all-people national defense is the defense strength of the country, built on the foundation of politics, spirit, human resources, materials, finance, encompassing a nature that is universal, comprehensive, independent, autonomous, and self-reliant.

What are the basic contents of building the all-people national defense of Vietnam?

The basic contents of building the all-people national defense include:

a) Building a strategy for national protection, a national defense plan; researching the development of Vietnamese military art; building a great national unity bloc and a strong political system;

b) Building real defense strength and potential; building strong people's armed forces with high combat capability, serving as the core in protecting the nation;

c) Building material and technical bases; developing defense and security industries, military science, and technology; mobilizing scientific and technological potential of the State and the People for defense purposes; applying appropriate scientific and military technological achievements in building the country;

d) Developing and implementing plans to ensure national reserve needs for defense purposes; preparing necessary conditions to ensure defense mobilization;

dd) Constructing firm and comprehensive military regions and defense areas, forming national defense; consolidating and enhancing defense and security potential in strategic, focal, marine, island, border areas, and key zones; building an all-people national defense posture in connection with the people's security posture nationwide;

e) Developing and implementing plans and measures for information warfare and cyber warfare;

g) Developing and implementing plans and measures for civil defense nationwide;

h) Defense diplomacy;

i) Combining national defense with socio-economic development and socio-economic development with national defense; combining defense with security and foreign relations;

k) Developing and ensuring policies towards the people's armed forces and the relatives of those serving in the people's armed forces;
