Pursuant to Section 1 of the Appendix issued in conjunction with Circular 55/2024/TT-BCA, the Dossier for approval of fire prevention and fighting design includes:
- Process control sheet for dossier resolution
- Design appraisal report on fire prevention and fighting
- Comparative table of design appraisal on fire prevention and fighting
- Draft certificate of design appraisal on fire prevention and fighting or text of design appraisal on fire prevention and fighting
- Draft notification document on the appraisal fee for approving design on fire prevention and fighting (for cases where fees are collected)
- Draft response document stating the reason clearly
- Receipt sheet of submitted dossier and documents from the investor

Who is responsible for carrying out procedures for submitting fire prevention and fighting design in Vietnam?
According to Article 16 of the Fire Prevention and Fighting Law 2001, it stipulates the responsibility of agencies, organizations, and individuals in the investment, construction, and utilization of construction works:
Article 16. Responsibilities of agencies, organizations, and individuals in investment, construction, and utilization of construction works
- Investors shall carry out the procedure for project submission, design on fire prevention and fighting; construction is only permitted when the design on safety of fire prevention and fighting of the work has been approved; organize checks, supervise construction, accept and hand over the work before putting into use.
During the construction process, if there are design changes, there must be explanations or supplementary designs, and they must be re-approved.
- During the construction process, the investor, construction contractor must ensure safety in fire prevention and fighting within their responsibility.
- During the use of the work, agencies, organizations, individuals must regularly check, maintain conditions for fire prevention and fighting.
According to the above regulations, the investor is responsible for carrying out the procedure for submitting fire prevention and fighting design.
What are compulsory contents of the fire prevention and fighting design in Vietnam?
According to Article 15 of the Fire Prevention and Fighting Law 2001, it stipulates the design and design appraisal on fire prevention and fighting:
Article 15. Design and design appraisal on fire prevention and fighting
- When planning, developing new construction projects or renovating urban areas, residential areas, economic zones, industrial zones, export processing zones, high-tech zones, solutions, designs on fire prevention and fighting must ensure the following contents:
a) Construction site, arrangement of areas, plots;
b) Traffic system, water supply;
c) Reasonable arrangement of locations for fire prevention and fighting units at necessary places;
d) Cost estimation for fire prevention and fighting items.
- When developing projects, new construction designs, renovation or changes in the usage nature of the work, solutions, designs on fire prevention and fighting must ensure the following contents:
a) Construction site, safe distance;
b) Escape system;
c) Technical systems for safety in fire prevention and fighting;
d) Other requirements for fire prevention and fighting;
dd) Cost estimation for fire prevention and fighting items.
- Projects, designs stipulated in clauses 1 and 2 of this Article must be appraised about fire prevention and fighting.
- The Government of Vietnam prescribes the list of projects, works subject to design, design appraisal, and design appraisal timelines on fire prevention and fighting.
According to the above regulations, fire prevention and fighting designs must ensure the following contents:
