What do contents of the statistical reporting regime on indicators on enterprise registration in the Planning, Investment and Statistics industry in Vietnam comprise?

Pursuant to Article 3 of Circular 19/2022/TT-BKHDT stipulating contents of the statistical reporting regime on indicators on enterprise registration, development of small and medium-sized enterprises, development of cooperatives, investment and management of industrial parks and economic zones as follows:

1. List of report forms, forms and explanations of report forms of indicators on enterprise registration, development of small and medium-sized enterprises, development of cooperatives, investment, and management of industrial parks , economic zones specified in the Appendices issued together with this Circular, including:

a) Appendix I: Report form on enterprise registration;

b) Appendix II: Form of report on development of small and medium-sized enterprises;

c) Appendix III: Form of report on cooperative development;

d) Appendix IV: Investment report form;

dd) Appendix V: Report form on management of industrial parks and economic zones;

e) Appendix VI : Explanation of report forms.

2. Reporting unit: is specified in the upper right corner of each statistical report form enclosed with this Circular.

3. Report recipient: specified in the upper right corner of each statistical report form issued together with this Circular, under the line of reporting unit.

4. Reporting focal unit: means a unit with the function of state management of the reporting fields specified in this Circular, including: General Statistics Office, Business Registration Management Department, Department of Development Enterprise Development Department, Cooperative Development Department, Foreign Investment Department, National Economic General Department, External Economic Affairs Department, Economic Zone Management Department.

5. Reporting period

The reporting period is recorded in the middle of each report form and is calculated on calendar days, including:

a) Monthly statistical reports are counted from the 1st to the end of the last day of the reporting month;

b) Quarterly statistical reports are calculated from the 1st day of the first month to the end of the last day of the third month of the reporting period;

c) The 6-month statistical report is calculated from the 1st day of the first month to the end of the last day of the sixth month of the reporting period;

d) The annual statistical report is calculated from January 1 to the end of December 31 of the reporting period;

dd) Unscheduled reports: Statistical reports in case of unexpected events or phenomena or when there is a request to serve the management of the Ministry of Planning and Investment;

e) Other statistical reports: Statistical reports have a reporting period and reporting period specified in each report form.

6. The deadline for receiving reports is the date of receipt of reports specified in each statistical report form enclosed with this Circular.

7. Reporting method:

a) Send and receive reports directly on the Statistical Information System of the Planning, Investment and Statistics sector, authenticated by the account granted to the representative of the reporting agency or unit, and receive the report. The report forms will be aggregated and printed directly from the System.

b) In case the Statistical Information System of the Planning, Investment and Statistics sector is not yet operational or there is a problem with data transmission, the reporting unit shall send the report to the email box [email protected]. Reports via the electronic mail system can be presented in one of two forms, including: a color scan from a paper copy with the signature and seal of the head of the reporting agency or unit or an electronic file authenticated by email with digital signature of the head of the reporting agency or unit;

c) For contents that must be managed according to the secret regime of the Ministry of National Defense, the Ministry of Public Security, the Management Board of the Ho Chi Minh Mausoleum and relevant agencies and units, shall report in accordance with the provisions of law on protection of State secrets, shall be sent to the Ministry of Planning and Investment according to the reporting period specified in this Circular.

According to Article 4 of Circular 19/2022/TT-BKHDT stipulating contents of the statistical reporting regime on indicators of investment supervision and assessment, bidding management, statistics, foreign investment attraction, and value-added ratio of small and medium-sized enterprises in gross domestic product

1. The content of the reporting regime and the reporting form for statistical indicators on investment supervision and evaluation in Appendix VII to this Circular shall comply with the provisions of Decree No. 29/2021/ND -CP dated March 26, 2021 of the Government on the order and procedures for appraising national important projects and monitoring and evaluating investment, Circular No. 22/2015/TT-BKHDT dated December 18, 2015 of the Minister of Planning and Investment stipulating the form of investment monitoring and evaluation report and the Circular No. 13/2016/TT-BKHDT dated September 29, 2016 of the Minister of Planning and Investment stipulating online reporting and operation management Information system on supervision and evaluation of investment programs and projects using state capital.

2. The content of the reporting regime and the reporting form for statistical indicators on procurement management in Appendix VIII to this Circular shall comply with the provisions of Circular No. 06/2017/TT-BKHDT dated December 5, 2017 of the Minister of Planning and Investment detailing the provision of information on bidding , reports on the implementation of bidding activities on contractor selection and Circular No. 09/ 2019/TT-BKHDT dated July 29, 2019 of the Minister of Planning and Investment on the amendment, supplement and annulment of a number of articles of the circulars related to the periodical reporting regime under the scope of the Ministry of Planning and Investment management and the information and reporting system of the Ministry of Planning and Investment.

3. The content of the reporting regime and reporting forms for statistical indicators of the Statistics sector in Appendix IX to this Circular shall comply with the provisions of Circular No. 01/2019/TT-BKHDT dated May 4th. January 2019 of the Minister of Planning and Investment regulating the statistical reporting regime of the Statistics sector and the provisions of the Prime Minister's Decision No. 43/2016/QD-TTg dated October 17, 2016 implementation of the National Statistical Survey Program.

4. The content of the reporting regime and the reporting form on statistical indicators on the situation of foreign investment attraction in the provinces and centrally-run cities in Appendix X attached to this Circular shall comply with the provisions of this Circular. Regulations in Circular No.03/2021/TT-BKHDT dated April 9, 2021 of the Minister of Planning and Investment stipulating the form of documents and reports related to investment activities in Vietnam, investment from Vietnam to go abroad and promote investment.

5. The content of the reporting regime and the reporting form for statistical indicators on the proportion of value added of small and medium-sized enterprises in total domestic products will be issued and organized for implementation after the establishment. establish an appropriate collection and reporting regime.

6. For the statistical reporting criteria specified in Clauses 1, 2, 3, 4, and 5 of this Article:

a) In case online reports have been deployed on specialized information systems: Integrating and sharing data reported from specialized information systems on specialized statistical information systems Planning, Investment and Statistics.

b) In case online reports have not been deployed on specialized information systems: Send and receive reports directly on the Planning, Investment and Statistics Sector Statistical Information System.

c) The reporting unit includes: Department of Investment Supervision and Evaluation, Department of Procurement Management, General Statistics Office, Department of Foreign Investment.

What are regulations on statistical reports in the Planning, Investment and Statistics industry in Vietnam?

In Article 5 of Circular 19/2022/TT-BKHDT, statistical reports are as follows:

1. Statistical reports must ensure that they fully, accurately and promptly reflect the operational situation of the field of management of the Planning, Investment and Statistics sector.

2. When there is an adjustment to the reported data or the data in the reporting period has unusual changes, the reporting unit must enclose the report's explanation through the Statistical Information System of the Planning, Investment and Statistics sector to the unit receiving the report.
