On November 3, 1958, at Cat Bi Airport, Hai Phong, the inaugural ceremony of the first domestic pilot and aviation technician training course took place, marking the beginning of a new development phase for the Vietnam People's Air Force. This also signifies the birth of Regiment 910, one of the first two regiments of the Vietnam People's Air Force.
The regiment has organized 81 training courses for pilots on various aircraft types such as: Aero-45, An-2, MiG-17, L-29, Yak-52, L-39, and Mi-8 helicopters, training and converting hundreds of flight instructors, flight commanders, and thousands of pilots for the nation.
Regiment 910 has received numerous commendations from the Communist Party and the State, including the title of “Heroic Unit of the People's Armed Forces in the renewal period", along with hundreds of collective and individual awards at various levels.

Pursuant to Article 15 of the 1999 Law on Officers of the Vietnam People's Army amended by Clause 3, Article 1 of the 2014 Amended Law on Officers of the Vietnam People's Army which stipulates the highest military rank for officers' positions in Vietnam:

Division Commander, Division Commissar; Commanding Officer, Commissar of the Provincial Military Command; Commanding Officer, Commissar of the Provincial Border Guard Command;

e) Lieutenant Colonel:
Regiment Commander, Regiment Commissar; Commanding Officer, Political Officer of the District Military Command;
g) Major:
Battalion Commander, Political Officer of the Battalion;

When can active-duty officers be promoted in Vietnam?
Pursuant to Clause 1, Article 17 of the 1999 Law on Officers of the Vietnam People's Army amended by Clause 4, Article 1 of the 2014 Amended Law on Officers of the Vietnam People's Army which regulates the promotion of active-duty officers:
Article 17. Promotion of active-duty officers
- Active-duty officers can be promoted when they meet the following conditions:
a) Meet the criteria stipulated in Article 12 of this Law;
b) Current military rank is lower than the highest military rank specified for the current position or title;
c) Meet the required time for rank promotion stipulated in Clause 2 of this Article.

- General standards:
+ Have a strong political stance, absolute loyalty to the nation and the people, to the Communist Party of Vietnam and the Socialist Republic of Vietnam
+ Have a high revolutionary vigilance, ready to fight, sacrifice, complete all assigned tasks
+ Possess revolutionary ethics; diligence, thriftiness, integrity, impartiality; exemplary compliance with the policies and lines of the Communist Party, policies, and laws of the State; promote democracy, strictly observe military discipline; respect and unite with the people, with comrades; trusted by the mass
+ Have political, military science qualifications and the ability to creatively apply Marxism-Leninism, Ho Chi Minh Thought, and the lines, viewpoints, and principles of the Communist Party and the State into the task of building national defense forces, building the people's army
+ Have knowledge of culture, economy, society, law, and other fields
+ Have the practical activity capacity to meet the task requirements; complete training programs as stipulated for each position
+ Have clear personal history, age, and health suitable for the position and military rank held by the officer.
