What criteria are required for a public employee to be classified as having excellent accomplishment of tasks in Vietnam?

Based on Article 12 of Decree 90/2020/ND-CP, the criteria for classifying public employees as having excellent accomplishment of tasks when accomplishing their tasks are as follows:

Criteria for classifying public employees as having excellent accomplishment of tasks

1. For public employee not holding a managerial position:

a) Fulfillment of general assessment and quality classification criteria for officials and public employees

b) Completion of 100% of tasks according to the signed work contract, set plans, or specific assigned tasks, ensuring that they are completed on time, with high quality and effectiveness, with at least 50% of tasks exceeding expectations.

2. For public employee holding a managerial position:

a) Fulfillment of general assessment and quality classification criteria for officials and public employees

b) Achievement of criteria related to the results of task implementation according to the signed work contract, set plans, or specific assigned tasks, ensuring that they are completed on time, with high quality and effectiveness.

c) The unit or working area assigned to the public employee is responsible for completing all indicators and tasks, with at least 50% of the indicators and tasks exceeding expectations.

d) 100% of the units under the direct responsibility and management authority of the public employee are evaluated as having accomplished their tasks, with at least 70% performing well or exceptionally well.

Therefore, public employees are classified as having excellent accomplishment of tasks when they meet the following criteria:

[1] Public employees not holding a managerial position:

- Fulfillment of general assessment and quality classification criteria for officials and public employees

- Completion of 100% of tasks according to the signed work contract, set plans, or specific assigned tasks, ensuring that they are completed on time, with high quality and effectiveness, with at least 50% of tasks exceeding expectations.

[2] Public employees holding a managerial position:

 - Fulfillment of general assessment and quality classification criteria for officials and public employees

- Achievement of criteria related to the results of task implementation according to the signed work contract, set plans, or specific assigned tasks, ensuring that they are completed on time, with high quality and effectiveness.

- The unit or working area assigned to the public employee is responsible for completing all indicators and tasks, with at least 50% of the indicators and tasks exceeding expectations.

- 100% of the units under the direct responsibility and management authority of the public employee are evaluated as having accomplished their tasks, with at least 70% performing well or exceptionally well.

What are the general criteria for assessing and classifying the quality of public employees in Vietnam?

Based on Article 3 of Decree 90/2020/ND-CP, the general criteria for assessing and classifying the quality of public employees are as follows:

[1] Political ideology:

- Adherence to the Party's directions, policies, and regulations, as well as the laws of the State and the organizational principles and discipline of the Party, especially the principles of democratic centralism, self-criticism, and criticism.

- Possession of firm political ideology, steadfastness in positions, and resilience in the face of difficulties and challenges.

- Prioritization of the interests of the Party, the nation, the people, and the collective over personal interests.

- Be able to study, learn, and apply Marxism-Leninism, Ho Chi Minh's ideology, resolutions, directives, decisions, and Party documents consciously.

[2] Ethics and lifestyle:

- No involvement in embezzlement, corruption, negativity, wastefulness, favoritism, opportunism, abuse of power, or nepotism; no signs of moral degradation, lifestyle deterioration, self-transformation, or self-evolution.

- Adoption of an honest, humble, sincere, transparent, and modest lifestyle.

- Spirit of solidarity and the construction of clean and strong organizations, units, and institutions.

- Avoidance of allowing family members and acquaintances to exploit their positions and powers for personal gain.

[3] Work style and approach:

- Be responsible for their work; proactive, creative, daring to think and act, and flexible in fulfilling their duties.

- Use scientific, democratic, and principled methods in their work.

- Possess a sense of responsibility and coordination in carrying out their tasks.

- Maintain appropriate attitudes, behaviors, and work styles that meet the requirements of the public service culture.

[4] Organizational discipline awareness:

- Comply with organizational assignments.

- Abide by the regulations, rules, and internal procedures of the agencies, organizations, and units where they work.

- Fulfill the requirements of asset and income declaration in accordance with regulations.

- Provide complete, honest, accurate, and objective information related to the performance of duties, tasks assigned, and the activities of the agencies, organizations, and units when required.

[5] Results of assigned duties and tasks:

- For officials and public employees holding leadership and managerial positions:

+ Embody and institutionalize the Party's directions, policies, and laws in the agencies, organizations, and units.

+ Maintain discipline and orderliness within the agencies, organizations, and units; prevent disciplinary violations, legal violations that require handling, and prolonged complaint or denunciation situations; prevent corruption and wastefulness within the scope of the agencies, organizations, and units.

+ Lead, direct, and organize inspections, audits, supervision, and resolution of complaints and denunciations within their authority; direct and implement administrative reform, reform of the public service, and public employee regime in the agencies, organizations, and units.

+ Develop annual programs and plans for the management and oversight of the assigned agencies, organizations, and units, clearly defining the results of implementing objectives, and tasks, and quantifying them with specific products.

- For officials and public employees not holding leadership and managerial positions:

+ Results of task implementation as prescribed by law, according to the established plan or specific assigned tasks; the scope, progress, and quality of task implementation.

+ Service attitude towards the people and businesses in positions that directly or indirectly handle the work of the people and businesses.

Which quality assessment and classification documents of public employees are stored electronically in Vietnam?

Based on Article 22 of Decree 90/2020/ND-CP, as amended by Clause 2 of Article 1 of Decree 48/2023/ND-CP, the quality assessment and classification documents of public employees are stored electronically, including:

- Meeting minutes for evaluation and assessment.

- Evaluation and classification forms for officials, and public employees.

- Comments from the Party Committee at the workplace (if any).

- Conclusions and notifications in written form regarding the results of the evaluation and classification of officials and public employees by the competent authority.

- Records of addressing recommendations regarding the evaluation and classification results of officials and public employees (if any).

- Other relevant documents (if any).
