What conditions must a public employee taking exam or promotion to the rank of principle cultural propagandist meet in Vietnam?
Pursuant to Article 4 of Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023) regulating conditions for public employees to take the exam or be considered for promotion to the rank of main cultural propagandist as follows:
Main cultural propagandist - Code: V.10.10.34
1. Mission:
a) Preside over the development of long-term, medium-term, and annual operational plans on propaganda activities of the unit and organize implementation after approval;
b) Take charge of compiling documents and directly provide professional guidance on propaganda activities for the facility;
c) Take charge of organizing and editing the content of propaganda programs to serve political, economic, cultural and social tasks; major movements and campaigns; major local and national holidays and anniversaries;
d) Organize the compilation and editing of various types of news and propaganda materials; composing and staging programs, musical performances, and mobile propaganda; design and staging of exhibitions and visual promotion;
d) Participate in training, fostering, professional guidance and propaganda activities.
2. Standards for training and fostering qualifications:
a) Have a university diploma or higher suitable for the cultural propagandist major;
b) Have a certificate of training standards for the professional title of cultural propagandist.
3. Standards for professional capacity and expertise:
a) Firmly grasp the Party's policies and guidelines, and the State's policies and laws on propaganda activities;
b) Master the methods of organization and forms of propaganda activities;
c) Master the history, culture and society in the assigned management area;
d) Have expertise in the field of culture and art; knowledgeable about propaganda knowledge and skills;
d) Have the ability to collect, analyze, synthesize and propose solutions to improve the quality of propaganda work;
e) Have basic information technology skills, be able to use foreign languages or use ethnic minority languages for public employees working in ethnic minority areas according to job position requirements.
4. Requirements for public employees taking the exam or being considered for promotion to the professional title of major cultural propagandist:
Have worked as a professional cultural propagandist or equivalent for 9 years or more (excluding probationary periods). In case of equivalent time, there must be at least 01 year (full 12 months) holding the professional title of cultural propagandist as of the deadline for submitting application documents for examination or promotion consideration.
Thus, public employees taking the exam or being considered for promotion to the rank of principle cultural propagandist need to meet the following conditions:
- Have worked as a professional cultural propagandist or equivalent for 9 years or more (excluding probationary periods).
- In case of equivalent time, there must be at least 01 year (full 12 months) holding the professional title of cultural propagandist as of the deadline for submitting application documents for examination or promotion consideration.

Way to arrange salary
1. The professional titles of public employees specializing in cultural propagandists specified in this Circular are applied in Table 3 (Professional salary schedule for public employees and employees in public service units of the State) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and the armed forces (hereinafter abbreviated is Decree No. 204/2004/ND-CP), specifically as follows:
a) The professional title of principle cultural propagandist is subject to the salary scale of public employees of type A2, group 2 (A2.2), from salary coefficient 4.00 to salary coefficient 6.38;
b) The professional title of cultural propagandist is applied to the salary scale of type A1 public public employees, from salary coefficient 2.34 to salary coefficient 4.98;
c) The professional title of intermediate cultural propagandist is subject to the salary scale of a type B public employee, from salary coefficient 1.86 to salary coefficient 4.06.
