What combat gears are allowed to be equipped for security forces at jewellery shops in Vietnam?
I work for a security service company. I am about to be transferred to work as a security guard for a jewellery shop. I would like to know what types of combat gear I will be provided with.
Are providers of security services allowed to be equipped with combar gears?
Pursuant to Clause 1 Article 55 of the Law on management and use of weapons, explosives and combat gears in 2017 stipulating entities equipped with combat gears as follows:
a) Vietnam People’s Army;
b) Vietnam Civil Defense Force;
c) Vietnam Coast Guards
d) Vietnam People's Public Security
dd) Cipher force;
e) Investigating authorities affiliated to People’s Supreme Procuracy;
g) Authorities in charge of enforcement of civil judgments
h) Foresters, full-time forest protection forces, Vietnam Fisheries Resources Surveillance, forces directly carry out specialized fishery inspections;
i) Customs officers working at border checkpoints and full-time forces carrying out tasks of anti-smuggling affiliated to customs to Vietnam Customs.
k) Inspecting teams affiliated to the market control forces;
l) Aviation security force, forces directly carry out specialized inspections related to transportation;
m) Guardians of authorities, organizations; providers of security services;
n) Neighborhood security guards;
o) Sporting clubs and providers of training in sports that have obtained operating licenses;
p) Drug detoxification facilities;
q) According to properties, requirements and missions, the Minister of Public’s Security shall decide to provide combat gears for other entities.
As regulations above, providers of security services are allowed to be equipped with combar gears. Therefore, if you are a security guard of a security service company, you will be provided with combar gears.

According to Clause 3, Article 9 of Circular 17/2018/TT-BCA, the security forces of agencies, organizations, businesses, and security service enterprises are considered for equipping the following types of combat gears:
a) The security forces of agencies, organizations, businesses, and security service enterprises are considered for equipping the following types of combat gears: electric batons, metal batons, rubber batons, bulletproof vests, and cut resistant gloves.
b) The security forces of agencies, organizations, businesses, and security service enterprises, when performing security tasks at state agencies; important targets in politics, economy, diplomacy, science and technology, culture, and society; on trains; banks; hospitals; economic zones, industrial zones, export processing zones; enterprises involved in manufacturing, trading, and using industrial explosives; businesses involved in gold, gemstones, foreign currency, and Vietnamese currency, will be considered for equipping the following types of combat gears based on the nature and requirements of the security tasks: electric stun guns, firearms, rubber bullets, tear gas, and ammunition for these types of guns; pepper spray vehicles; electric batons, metal batons, rubber batons, bulletproof vests, and knife-catching gloves.
c) For the security forces performing security tasks at zoos; research forests, scientific experiment areas; species conservation areas, and natural habitats, they will be considered for equipping the following types of combat gears: tranquilizer guns, electric batons, metal batons, rubber batons, bulletproof vests, and knife-catching gloves.
Therefore, according to the above regulations, you may be equipped with combat gears such as electric stun guns, firearms, rubber bullets, tear gas, and ammunition for these types of guns; pepper spray vehicles; electric batons, metal batons, rubber batons, bulletproof vests, and cut resistant gloves.
