What are types of special purpose vehicle in Vietnam?

Under Article 16 of Decree 72/2023/ND-CP (some phrases are replaced by Clause 7 Article 147 of Decree 96/2023/ND-CP), the list of special purpose vehicles includes:

(1) Specialized medical vehicles, including:

- Ambulances:

+ Ambulances that meet the standards set by the Ministry of Health.

+ Ambulances with special structures (vehicles with spacious interiors equipped with medical machinery and equipment for emergency and intensive care).

- Specialized medical vehicles with special structures, including:

+ Mobile X-ray vehicles.

+ Mobile eye examination and treatment vehicles.

+ Mobile laboratory vehicles.

+ Mobile surgical vehicles.

+ Blood collection vehicles.

+ Vaccine and biological product transportation vehicles.

+ Other vehicles specifically designed for medical examination, treatment, epidemic prevention and control, and testing.

- Specialized medical vehicles equipped with or using specialized equipment for medical activities, including:

+ Vehicles for healthcare and health protection of middle and high-ranking officials.

+ Vehicles for transporting blood and various types of samples in the medical field, including disease specimens, infectious disease specimens, food specimens, drug specimens (including vaccines and biological products), and environmental health specimens.

+ Vehicles for transporting patients.

+ Forensic examination vehicles, vehicles for transporting corpses.

+ Vehicles for carrying spraying machines and mobile chemical containers.

+ Vehicles for collecting and transporting tissues and organs for transplantation.

+ Vehicles for delivering meals to psychiatric patients.

+ Vehicles for transporting specialized medical equipment, supplies, and devices in the field of infectious diseases.

+ Vehicles with teaching models, simulation models, teaching equipment, and visual aids.

+ Other vehicles with specialized equipment specifically for medical examination, treatment, epidemic prevention and control, and testing.

+ Command vehicles with specialized equipment.

+ Technical transfer vehicles with specialized equipment.

+ Vehicles with specialized equipment for research, evaluation of clinical trial results (monitoring post-vaccination reactions), and handling incidents at vaccination points.

(2) Vehicles with special structures (vehicles for transporting money, gold, silver, gemstones; vehicles equipped with laboratories, cranes, waste collection and compression vehicles, garbage trucks, waste transport vehicles, etc).

(3) Vehicles with attached specialized equipment (fixed equipment attached to the vehicle) or vehicles with identification plates as stipulated by the law (vehicles with satellite receiving and transmitting equipment, mobile broadcasting vehicles, traffic inspection vehicles, funeral service vehicles, customs surveillance vehicles, training, driving, and testing vehicles, money escort vehicles...).

(4) Trucks.

(5) Vehicles with more than 16 seats.

Under Clause 2 Article 17 of Decree 72/2023/ND-CP, the authority to issue standards and quota for the use special purpose vehicles is stipulated as follows:

2. Regarding special purpose vehicles specified in Clauses 2, 3, 4, and 5 of Article 16 of this Decree:

a) The central ministries and agencies shall issue standards and quota for the use special purpose vehicles to be equipped by the agencies, organizations, and units within their management scope, except for the units specified in point c of this clause.

b) The provincial People's Committees (after consulting the relevant agencies according to the working regulations of the Provincial Party Committee, City Party Committee) shall issue standards and quota for the use special purpose vehicles to be equipped by the agencies, organizations, and units within their local management scope, except for the units specified in point c of this clause.

c) The Management Board or the head of a public career institution shall ensure the regular and investment expenses (in case the public career institution does not have a Management Board) and issue standards and quota for the use special purpose vehicles at the unit.

3. The purchase price of special purpose vehicles in the standards and quota for the use special purpose vehicles issued by the authorized agencies and individuals specified in Clause 1 and Clause 2 of this Article shall be determined appropriately with the market price of the corresponding vehicle type.

4. The decision to issue standards and quota for the use special purpose vehicles specified in Clause 1 and Clause 2 of this Article shall be publicly announced on the electronic portal of the central ministries, agencies, provinces, central-affiliated cities, and sent to the State Treasury to implement expenditure control according to the regulations of the law.

Which agencies are responsible for issuing standards and quota for the use of special purpose vehicles in the field of healthcare in Vietnam?

Under Clause 1 Article 17 of Decree 72/2023/ND-CP, the authority to issue standards and quota for the use of special purpose vehicles in the field of healthcare in Vietnam is stipulated as follows:

- Central ministries and agencies: They are responsible for issuing standards and usage regulations for specialized vehicles to be equipped by the agencies, organizations, and units within their management scope, except in cases where specialized vehicles are used at units where the Management Board or the head of a public career institution ensures regular and investment expenses (in case the public career institution does not have a Management Board).

- Provincial People's Committees (after consulting the relevant agencies according to the working regulations of the Provincial Party Committee, City Party Committee): They are responsible for issuing standards and usage regulations for specialized vehicles to be equipped by the agencies, organizations, and units within their local management scope, except in cases where specialized vehicles are used at units where the Management Board or the head of a public career institution ensures regular and investment expenses (in case the public career institution does not have a Management Board).

- The Management Board or the head of a public career institution: They are responsible for issuing standards and usage regulations for specialized vehicles at the institution.

- For units that are not involved in the healthcare field but have a requirement to use ambulances: The authority to issue standards and usage regulations for ambulance vehicles is carried out according to the three cases mentioned above.
