According to Point a, Clause 3, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the President of the Vietnam General Confederation of Labor has the following work performance standards:

3. President of the Vietnam General Confederation of Labor

Meets the general standards of the cadre position standard framework for cadres under the management of the Central Committee, the Politburo, and the Secretariat, and the standards of the Central Committee member as prescribed by the Party, and at the same time meets the following standards:

a) On work performance

- Have a comprehensive and in-depth understanding of the labor movement and trade union activities; have the ability to forecast, handle, and effectively respond to unexpected situations that arise; effectively represent the legitimate and lawful rights and interests of union members and workers.

- Have the ability to concretize the Party's lines, guidelines, and policies, the laws of the State into programs and action plans of the trade union organization and organize them into movements to effectively implement the work of mobilizing workers, civil servants, and workers to participate in building the Party, building the State and developing the country's socio-economic.

- Have the ability to propagate, mobilize, persuade, gather the masses, union members, members, and supervise, reflect on society. Enthusiastic, exemplary, uphold the spirit of national unity. Have high experience and prestige in the Vietnam Trade Union organization, among union members, workers, civil servants and workers.

What are the leadership, management, and trade union work experience standards for the President of the Vietnam General Confederation of Labor?

3. President of the Vietnam General Confederation of Labor

Meets the general standards of the cadre position standard framework for cadres under the management of the Central Committee, the Politburo, and the Secretariat, and the standards of the Central Committee member as prescribed by the Party, and at the same time meets the following standards:

b) On leadership, management, and trade union work experience

- Local personnel must have held the position of Vice President of the Vietnam General Confederation of Labor for at least 1 year and have been assessed as having completed the assigned tasks well.

- In the case of personnel from other places, they must have held a deputy position at the central level of the ministries, departments, agencies, and mass organizations, or a key leader at the provincial or central-affiliated city level and have been assessed as having completed the assigned tasks well.

Meets the general standards of the Vice President of the General Confederation, the standards of the member of the General Confederation's Inspection Committee and the requirements on qualifications and capabilities of the position of head of department and equivalent of the Vietnam General Confederation of Labor according to the current regulations on the list of positions of civil servants of the Vietnam General Confederation of Labor; has the ability to advise the Executive Committee, the Presidium of the General Confederation on the inspection and supervision work of the trade union organization; has the ability to lead, manage, direct the activities of the General Confederation's Inspection Committee and guide the activities of the system of trade union inspection committees at all levels.
