What Are the Requirements for Considering a Distinguished Soldier?
According to the provisions of Article 9 of Decree 91/2017/ND-CP on each type of title and evaluation criteria for the commendation title "Emulative Soldier". To be specific:
- The title “National Emulative Soldier” is awarded to individuals with the most exemplary and outstanding achievements selected from those who have consecutively attained the title of Emulative Soldier at the ministerial, departmental, provincial level, or central mass organizations twice.
Initiatives (such as technical solutions, management solutions, work solutions, operational solutions, application of technical advances solutions) or scientific research topics, used as a basis for awarding the title "National Emulative Soldier" must be practically applied with high effectiveness and have a nationwide impact. Ingenuity and creativity in combat or service to combat (for the Armed Forces) must achieve high effectiveness and have nationwide impact.
The recognition of the applicability and scope of impact of initiatives, and scientific research topics are considered and recognized by the head of the ministry, department, provincial level, or central mass organization. The recognition of ingenuity, creativity in combat or service to combat and their scope of impact is considered and recognized by the Minister of Public Security or the Minister of Defense.
- The title “Ministerial, Departmental, Provincial, Central Mass Organization-level Emulative Soldier” is awarded to individuals with the most exemplary and outstanding achievements among those who have consecutively attained the title of “Basic Level Emulative Soldier” three times.
Initiatives, scientific research topics used as a basis for awarding the title of Ministerial, Departmental, Provincial, Central Mass Organization-level Emulative Soldier are considered and recognized by the head of the respective ministry, department, provincial level, or central mass organization. Ingenuity and creativity in combat or service to combat are considered and recognized by the Minister of Public Security or the Minister of Defense.
- The title “Basic Level Emulative Soldier” is awarded annually to individuals who meet the following standards:
- Achieved the title “Advanced Laborer” or “Advanced Soldier”;- Have an initiative to increase labor productivity, increase work efficiency recognized by the base, or have a scientific research topic accepted and applied at the agency, organization, unit, or demonstrate ingenuity and creativity in combat or service to combat, excellently completing duties recognized by the unit.
Thus, according to the law as mentioned above, depending on the type of title, there will be different evaluation criteria.
