What are the regulations on the report on the results of the congress and approval of election results within the Communist Party of Vietnam?
Under 16.1 of Regulation 24-QD/TW of 2021 on the implementation of the Charter of the Communist Party of Vietnam:
16.1. (Clause 1, Article 13): Regarding the report on the results of the congress and approval of election results.
16.1.1. Within 7 working days from the closing date of the congress, the new term CPV committee must send the election minutes of the executive committee, the standing committee, the secretary, the deputy secretary, the inspection commission, and its chairman and deputy chairman; a list of brief profiles and résumés of each member as guided by the Central Organization Committee to the immediate superior CPV committee in Vietnam.
16.1.2. Within 15 working days from the date of receiving the election results report from the subordinate CPV committee, if there are no complaints or denunciations against the election results, the immediate superior CPV committee ( the Politburo at the central level or the standing committee at the place where there is a standing committee) shall approve the executive committee, the standing committee, the secretary, the deputy secretary of the CPV committee; the members, the chairman, and the deputy chairman of the inspection commission in Vietnam.
16.1.3. After the congress, if any violations regarding standards, principles, or election procedures are discovered, the superior CPV committee has the right to annul the election results of the congress or the subordinate committee, and direct a re-election; if it is determined that one or several elected positions do not meet the prescribed principles or standards, the superior committee has the right not to recognize those one or several positions.
