Based on Clause 3.a Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the work capacity of the President of the Provincial and Central Labor Union are as follows:

3. President of the Provincial and Central Labor Union

Must meet the qualifications of members of the executive committee, standing committee of the provincial and central labor union and the requirements for qualifications and capabilities of the position of chairman of the provincial labor federation and equivalent under the current regulations on the list of positions of civil servants of the Vietnam General Confederation of Labor, and at the same time meet the following qualifications:

a) About work capacity

- Must have a firm grasp of and the ability to apply the Party's guidelines, lines, policies, and laws of the State in leading and directing the implementation of trade union work in the locality, in the industry, agency, and unit. Active, creative, and able to advise the corresponding level committee, the General Confederation of Labor on the contents of leading the workers' movement and trade union activities of the locality, industry, agency, and unit.

- Has a leadership style, methods of operation, the ability to manage work well, the ability to research, build plans, and proposals; propose solutions to implement the tasks of the trade union organization in the locality, industry, and unit.

- Has prestige and the ability to unite, gather, and promote the role as the leader of the workers' movement and trade union activities in the locality, in the industry, agency, and unit.

What are the qualifications for the experience in leadership, management, and trade union work of the President of the Provincial and Central Trade Union in Vietnam?

According to Clause 3.b Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the experience in leadership, management, and trade union work of the President of the Provincial and Central Labor Union are as follows:

3. President of the Provincial and Central Labor Union

Must meet the qualifications of members of the executive committee, standing committee of the provincial and central labor union and the requirements for qualifications and capabilities of the position of chairman of the provincial labor federation and equivalent under the current regulations on the list of positions of civil servants of the Vietnam General Confederation of Labor, and at the same time meet the following qualifications:

b) About experience in leadership, management, and trade union work

- For local personnel, must have held the position of vice president of the trade union at the same level for at least 1 year and been evaluated as completing tasks well.

- In the case of personnel from other places, must have held the position of deputy director general and equivalent of the ministries, agencies, and departments in the Central Government; deputy heads of departments, agencies, unions, and mass organizations at the provincial level; deputy secretaries of district-level party committees and been evaluated as completing tasks well.

According to Clause 1, Point c, Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the age of the President of the Provincial and Central Labor Union are as follows:

d) About age

- Cadres who are full-time trade union cadres at all levels, cadres at specialized agencies of the Party, mass organizations, state management agencies, public service units, and state-owned enterprises must meet the requirements for the age of appointment and nomination for election according to the regulations of the Party, the laws of the State and the regulations of the General Confederation of Labor.

- Cadres in agencies, units, and enterprises outside the public sector are decided by the competent authority, but ensure that at the time of first nomination, the maximum age is 70 years old for men and 65 years old for women.
