4. Vice President of the Provincial and Central Labor Union

Must meet the qualifications of members of the executive committee, standing committee of the provincial and central labor union and the requirements for qualifications and capabilities of the position of vice president of the provincial labor federation and equivalent under the current regulations on the list of positions of civil servants of the Vietnam General Confederation of Labor, and at the same time meet the following qualifications:

a) Work capacity

- Has a firm grasp of and the ability to apply the Party's guidelines, lines, policies, and laws of the State in leading and directing the implementation of trade union work in the field, area of work assigned to manage and be responsible for.

- Has a leadership style and methods of operation; has prestige and the ability to unite, gather, and promote the role of the leader of the workers' movement and trade union activities in the locality, in the industry, agency, and unit.

b) Experience in leadership, management, and trade union work

- For local personnel, or professional trade union cadres within the same trade union system, must have held a leadership and management position at the level of head of department and equivalent of the provincial, central labor union or chairman of the trade union at the immediate higher level for at least 1 year and been evaluated as completing tasks well.
