How many ranks of the Court Secretary in Vietnam are there?
Based on Article 1 of the Regulation on professional standards, conditions and procedures for upgrading the ranks of Inspector, Court Secretary issued together with Decision 1718/QD-TANDTC in 2017 on the specific adjustment scope as follows:
Scope of adjustment
1. This regulation stipulates the professional standards of the Inspector and Court Secretary ranks, including:
a) Inspector ranks: Senior Inspector; Principal Inspector; Inspector;
b) Court Secretary ranks: Senior Court Secretary; Principal Court Secretary; Court Secretary.
This regulation stipulates the conditions and procedures for upgrading the ranks of Inspector and Court Secretary, including:
a) Upgrading the Inspector rank: from Inspector to Principal Inspector; from Principal Inspector to Senior Inspector;
b) Upgrading the Court Secretary rank: from staff, employees to Court Secretary; from Court Secretary to Principal Court Secretary; from Principal Court Secretary to Senior Court Secretary.
This regulation does not adjust the transfer of ranks from specialists and equivalents to Court Secretary ranks; from Court Secretary ranks to Inspector ranks. The transfer of ranks is based on work needs, professional standards of the ranks, conditions for rank transfer, job ranks, and compliance with the civil servant rank structure as prescribed.
According to this Article, there are 03 specific Court Secretary ranks as follows:
- Senior Court Secretary.
- Principal Court Secretary.
- Court Secretary.

What are the general standards for Court Secretaries in Vietnam?
According to Article 3 of the Regulations on professional standards, conditions and procedures, and files for upgrading the rank of Judicial Appraisers and Court Secretaries, issued together with Decision 1718/QD-TANDTC in 2017, the general standards for Court Secretaries are as follows:
- Have a strong political stance, be firm and consistent with Marxism-Leninism and Ho Chi Minh's ideology.
- Have a solid grasp and comply with the Party's guidelines, the State's legal policies.
- Be loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; protect justice and the interests of the Fatherland and the people.
- Fulfill the duties of civil servants in accordance with the law.
- Strictly comply with the assigned tasks and duties of superiors.
- Serve as a role model in implementing the internal regulations and rules of the agency, unit, and the provisions of the People's Court.
- Be dedicated, honest, truthful, objective, fair, and a role model in performing official duties.
- Comply with the code of conduct for Court civil servants, be polite, cultured, and maintain standards in communication and serving the people.
- Have good character, ethics, a healthy lifestyle, be humble, united, thrifty, honest, and selfless in public service.
- Not exploit public ranks for personal gain.
- Not engage in favoritism, corruption, waste, or negative behaviors.
- Regularly have the consciousness to cultivate good qualities, improve knowledge, and enhance the capacity to fulfill assigned tasks.

Based on Decision 1718/QD-TANDTC in 2017, which regulates the professional standards for Court Secretaries, the professional standards for each rank are as follows:
[1] Senior Court Secretary (Regulated in Clause 3, Article 5 of the Regulations on professional standards, conditions and procedures, and files for upgrading the rank of Judicial Appraisers and Court Secretaries, issued together with Decision No. 1718/QD-TANDTC in 2017)
- Have a solid and in-depth understanding of the legal system regarding the duties of Court Secretaries, the litigation process, administrative and judicial tasks.
- Have the ability to propose, advise, and lead the development of Court Secretary procedures in accordance with the requirements of the People's Court's tasks, for submission to competent authorities for consideration and decision-making.
- Have the ability to analyze, synthesize, systematize, and propose methods to improve or solve practical issues within the scope of assigned professional tasks.
- Proficiently and masterfully handle the skills of drafting, presenting, defending, and organizing the implementation of tasks related to assigned professional duties.
- Proactively coordinate with relevant agencies and units in carrying out official duties within the scope of authority and responsibility.
- Have the ability to apply scientific and technological advances to improve and enhance the quality and effectiveness of assigned professional work.

- Have a solid and comprehensive understanding of the legal system regarding the duties of Court Secretaries, the litigation process, administrative and judicial tasks.
- Have the ability to participate in the development of Court Secretary procedures in accordance with the requirements of the People's Court's tasks, for submission to competent authorities for consideration and decision-making.
- Proficiently handle the skills of drafting litigation documents in accordance with the forms, procedures, and jurisdiction.
- Have the ability to coordinate with relevant agencies and units to implement work in accordance with the assigned authority and responsibility.
- Have the ability to apply scientific and technological advances to improve and enhance the quality and effectiveness of assigned professional work.
[3] Court Secretary (Regulated in Clause 3, Article 7 of the Regulations on professional standards, conditions and procedures, and files for upgrading the rank of Judicial Appraisers and Court Secretaries, issued together with Decision No. 1718/QD-TANDTC in 2017)
- Have a solid understanding of the basic knowledge as regulated by the law regarding the duties of Court Secretaries, the litigation process, and administrative and judicial tasks.
- Have the skills to draft litigation documents in accordance with the forms, procedures, and jurisdiction.
- Proactively develop plans and coordinate with colleagues to implement assigned professional tasks, ensuring progress, quality, and effectiveness.
