According to Clause 1 Article 23 of the 2023 ID Card Law, the procedures for issuing ID cards for individuals aged 14 and above are  as follows:

Step 1: The recipient checks and verifies the information of the person applying for the ID card from the national population database, national databases, and specialized databases to accurately determine the person who needs the ID card.

If there is no information of the person applying for the ID card in the national population database, the procedure for updating and adjusting the information in the national population database must be carried out according to the regulations in Article 10 of the 2023 ID Card Law.

Step 2: The recipient collects the identity and biometric information, including facial image, fingerprints, and iris of the person applying for the ID card.

Step 3: The person applying for the ID card verifies and signs on the receipt of ID card information.

Step 4: The recipient issues a receipt for returning the ID card.

Step 5: The ID card is returned at the designated location as stated in the receipt. If the person applying for the ID card requests to receive the ID card at a different location, the ID card management agency will return the ID card at the requested location, and the person will be responsible for the service fee for delivery.
