Pursuant to Article 24 of the Regulation on office work in the judicial system system issued together with Decision 01/QD-TANDTC in 2022, all types of incoming documents must be managed in the following order:

- Receiving, classifying, processing and registering incoming documents.

- Submission, transfer of incoming documents.

- Solving, tracking and urging the resolution of incoming documents.

Regulations on receiving, classifying, processing and registering incoming documents in the People's Court system in Vietnam

Pursuant to Article 25 of the Decision 01/QD-TANDTC in 2022, the regulations on receiving, classifying, processing and registering incoming documents in the judicial system are as follows:

1. Documents from any source must be concentrated at the office's secretariat for the procedures for receiving and registration.

When receiving documents from any source, during or outside working hours, the secretariat or the person assigned the task of receiving incoming documents must check the quantity, condition of the envelope, seal (if any), check, compare with the sender before receiving and signing.

The staff in charge of office work is responsible for receiving, classifying, processing, opening the envelope, entering the book, registering the incoming document number, stamping, and recording the arrival number and date. Documents not registered at the office's secretariat are not the responsibility of units and individuals to resolve. In case of detecting errors, it must be promptly reported to the sender or reported to the competent authority for consideration and resolution.

2. For fax copies, you must use a photocopy before stamping; for documents sent via the internet, in case of need, you can print them out and do the procedures for stamping. Then, when you receive the original, stamp and register (the arrival number and date are the number and date registered on the fax, the document sent via the internet).

3. Confidential, top secret and top secret documents, the unit leader assigns the person responsible for entering the book, submitting, tracking and managing.

4. Urgent documents arriving outside office hours, holidays, weekends, then the agency's security must be responsible for signing and immediately contacting the agency's secretariat to handle promptly for urgent or scheduled documents.

5. Documents arriving from all sources must be registered in the Incoming Document Register or the database for managing incoming documents on the computer.

Incoming documents are registered according to the model specified in Circular No. 07/2012/TT-BNV dated November 22, 2012 of the Ministry of Home Affairs guiding the management of documents, establishing files and submitting files and documents to the agency's archives.
