What are the main tasks of implementing digital transformation in intra-industry management in digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?
Pursuant to Section IV.4.4.2 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:
4.2. Main tasks of implementing digital transformation in internal management
- Review and develop the overall process of internal management and branch processes (related to each field such as reporting, staff organization, emulation and commendation, etc) to serve the work of digitization of business processes.
- Review the list of reports and internal management documents of the General Department of Customs that need to be digitized. On that basis, the General Department Office coordinated with the Customs Statistics and Information Technology Department to develop and propose to submit to the General Department for approval the electronic form of reports and internal management documents.
- On the basis of reports, internal management documents need to be digitized, building a list of information indicators (data elements) to serve the internal management.
- Based on internal management requirements, management documents that need to be digitized and information targets, develop and approve a master plan for smart electronic equipment to serve the internal management of the industry in the period 2021 - 2025 to meet the requirements of digital transformation.
- On the basis of the overall requirements for smart electronic equipment for internal management, develop and organize the implementation of the Master Plan on investment in modern and technological equipment and the overall phase of the project in the period 2021 - 2025 to serve the internal governance in accordance with the Digital Transformation Plan of the Customs sector with orientation to 2025 and orientation to 2030.
- Based on the requirements of digital transformation and the internal management process of the industry, reports, documents and information indicators need to be digitized, review, synthesize legal issues and develop, and submit to competent authorities. promulgate legislation to meet the requirements of implementing intra-industry governance in the network environment.
- Based on the requirements of digitization of internal management, research and deploy technical and technological solutions to realize digitization, in which the technology of Industry 4.0 is applied in mining, use and analyze data.
What are regulations on completing and improving the quality of digital infrastructure in the digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?
Pursuant to Section IV.5 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:
- Complete the IT hardware architecture model of the Customs sector according to the cloud computing model, inherit the currently deployed hardware model ensuring compliance with the Master Architecture towards the Ministry of Digital Finance and the Master Architecture towards Digital Customs.
- Upgrade, expand, replace and repair the technical infrastructure of the Data Center which has been in operation since 2012 according to Tier 3 standards (including Power-UPS systems, air conditioning, monitoring systems, security, fire protection, etc) to ensure that the Data Center is always ready and operates stably 24/7.
- Invest in, upgrade the system of servers, storage and backup in the direction of cloud computing infrastructure as a service (IaaS) to meet application software deployment requirements on the basis of architecture, hardware design has been approved.
- New investment, replacement and upgrading of Customs network infrastructure according to the roadmap and in accordance with the communication infrastructure architecture of the Finance sector. Upgrade, expand bandwidth and increase core switching speed while ensuring backup channel to be ready for deployment and smooth operation of Customs application software, meeting processing requirements, data mining on the basis of Big Data (Big Data) and Internet of Things (IoT) technology.
- Invest in equipping and deploying connection and integration of supporting equipment and tools for Customs management and supervision such as cameras, scanners, electronic scales, positioning seals, etc. With Customs IT system meets the requirements of Customs modernization and management throughout from the beginning to the end.
- Standardize the process, deploy integrated tools for monitoring, operation and full monitoring of the system's activities 24/7 (including all components: technical infrastructure, application software) applications, network infrastructure, transmission lines, safety and security).
- Develop plans and strategies for system recovery when incidents or disasters occur; especially, there is a complete and specific guidance process when the IT system has problems, affecting the import and export customs clearance process.
- Develop and implement periodic drill plans to respond to incidents and disasters; coordinate with related parties such as the Ministry of Finance, software service providers, disaster response center, etc to coordinate handling.
- Research and propose solutions to hire management services, support and operate the IT application system, technical infrastructure system of the Data Center to ensure the operating environment conditions for the IT system.
What are regulations on developing a digital infrastructure platform in the digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?
Pursuant to Section IV.6 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:
- Deploy a system of connecting and sharing Customs numbers to serve the connection and data sharing of the intra-industry information system according to the centralized sharing and connection model.
- Build foundation services for implementing e-government of customs authorities.
- Complete the online public service delivery platform.
- Build a big data integration platform for aggregating and synchronize data of the general database with component databases of the national customs database and other data sources .
- Build a data sharing and integration platform with relevant ministries and sectors.
- Build a common list of Finance industry.
- Deploy the document linkage axis with the Ministry of Finance.
