What are the duties of the Party Committee convening the Party Congress as stipulated?

Based on Section 11.1 of Regulation 24-QD/TW in 2021, Regulation on the execution of the Communist Party Charter, it is stipulated as follows:

11.1. (Clause 1): Duties of the Party committee convening the congress:

11.1.1. Prepare the draft reports, issues regarding delegate personnel, proposals on personnel of the Party committee, inspection committee, and congress organization plan.

11.1.2. Accept candidacy applications to the Party committee from official Party members who are not official delegates of the congress as per the regulations of the Central Executive Committee, the Politburo, and the Secretariat.

11.1.3. Decide and notify the congress opening time at least 30 working days in advance; announce the number and allocation of delegates to subordinate Party committees; direct the election of delegates ensuring correct principles and procedures.

11.1.4. Provide materials to the committee verifying delegate credentials regarding the situation and results of delegate elections and issues related to delegate credentials.

11.1.5. Provide materials to the presidium of the congress to respond to the issues requested by congress delegates.

11.1.6. Direct the regular activities of the Party committee until a new Party committee is elected.

11.1.7. Prepare materials for the new Party committee to elect its leadership positions in the first session.
