What are orders according to the law in Vietnam?

Pursuant to Article 33 of the Law on Emulation and Commendation in 2022 stipulating orders as follows:

Orders

1. Orders shall be awarded to collectives with many achievements; awarded or posthumously awarded to individuals with meritorious services, achievements, or long-term contribution processes in agencies, organizations, or units.

2. Orders include:

a) “Gold Star Order”;

b) “Ho Chi Minh Order”;

c) “Independence Order”, first, second, and third classes;

d) “Military Exploit Order”, first, second and third classes;

dd) “Labor Order”, first, second and third classes;

e) “Fatherland Defense Order”, first, second and third classes;

g) “Feat Order”, first, second and third classes;

h) “Great National Unity Order”;

i) “Bravery Order”;

k) “Friendship Order”.

As regulations above, orders awarded or posthumously awarded to individuals and collectives with meritorious services, achievements, or long-term contribution processes in agencies, organizations, or units:

- “Gold Star Order”;

- “Ho Chi Minh Order”;

- “Independence Order”, first, second, and third classes;

- “Military Exploit Order”, first, second and third classes;

- “Labor Order”, first, second and third classes;

- “Fatherland Defense Order”, first, second and third classes;

- “Feat Order”, first, second and third classes;

- “Great National Unity Order”;

- “Bravery Order”;

- “Friendship Order”.

What are the current levels of bonuses for individuals when being awarded with orders in Vietnam?

Pursuant to Clause 1, Article 70 of Decree 91/2017/ND-CP stipulating Bonus levels for different orders as follows:

Bonus levels for different orders

1. Individuals who are awarded or posthumously awarded medals of all kinds will be awarded Diplomas and Medals along with the following bonuses:

a) “Gold Star Order”: 46.0 times the base salary;

b) “Ho Chi Minh Order”: 30.5 times the base salary;

c) "Independence Order" first class, "Military Exploit Order" first class: 15.0 times the base salary;

d) "Independence Order" second class, "Military Exploit Order" second class: 12.5 times the base salary;

d) "Independence Order" third class, "Military Exploit Order" third class: 10.5 times the base salary;

e) First-class "Labor Order", first-class "Feat Order", first-class "Fatherland Defense Order": 9.0 times the base salary;

g) Second-class "Labor Order", second-class "Feat Order", second-class "Fatherland Defense Order", "Great National Unity Order": 7.5 times the base salary;

h) Third-class "Labor Order", third-class "Feat Order", third-class "Fatherland Defense Order" and "Great National Unity Order": 4.5 times the base salary.

As regulations above, the current levels of bonuses for individuals when being awarded with orders in Vietnam are as follows:

- “Gold Star Order”: 46.0 times the base salary equivalent to 82,800,000 VND.

- “Ho Chi Minh Order”: 30.5 times the base salary equivalent to 54,900,000 VND.

- “Independence Order”, “Military Exploit Order” first classes: 15.0 times the base salary equivalent to 27,000,000 VND.

- “Independence Order”, “Military Exploit Order” second classes: 12.5 times the base salary equivalent to 22,500,000 VND.

- “Independence Order”, “Military Exploit Order” third classes: 10.5 times the base salary equivalent to 18,900,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order” first classes: 9.0 times the base salary equivalent to 16,200,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order” second classes, “Great National Unity Order”: 7.5 times the equivalent basic salary 13,500,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order”, “Great National Unity Order” third classes, “Bravery Order”: 7.5 times the equivalent basic salary 13,500,000 VND.

Note: The current base salary being applied is 1,800,000 VND/month (according to Decree 24/2023/ND-CP)

2. Collectives are awarded with orders of all kinds, awarded with diplomas or orders together with a bonus twice the level of bonuses for individuals specified in Clause 1 of this Article.

As regulations above, the current levels of bonuses for collectives when being awarded with orders in Vietnam are as follows:

- “Gold Star Order”: The bonus is 165,600,000 VND.

- “Ho Chi Minh Order”: The bonus is 109,800,000 VND.

- “Independence Order”, “Military Exploit Order” first classes: The bonus is 54,000,000 VND.

- “Independence Order”, “Military Exploit Order” second classes: The bonus is 45,000,000 VND.

- “Independence Order”, “Military Exploit Order” third classes: The bonus is 37,800,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order” first classes: The bonus is 32,400,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order” second classes, “Great National Unity Order”: The bonus is 27,000,000 VND.

- “Labor Order”, “Feat Order”, “Fatherland Defense Order”, “Great National Unity Order” third classes, “Bravery Order”: The bonus is 16,200,000 VND.

Note: The Law on Emulation and Commendation in 2022 takes effect from January 1, 2024.
