On September 29, 2023, the Minister of Public Security issued Circular 45/2023/TT-BCA on the Provision of Information by the People's Public Security Force on the Internet.

The Ministry of Public Security decided to implement the following information channels on the internet, specifically:

Based on Article 4 of Circular 45/2023/TT-BCA, the following information channels of the Ministry of Public Security on the internet are regulated as follows:

1. The Ministry of Public Security's website.

2. Based on specific conditions, the Minister of Public Security decides to implement the following information channels on the internet for organizations and individuals:

a) Ministry-level data portal;

b) Social media;

c) Email (Email);

d) Mobile app;

dd) Telephone hotline.

3. The information channels of the Ministry of Public Security on the internet must ensure that the information provided is synchronized and consistent with the information on the Ministry of Public Security's website.

4. The information channels of the Ministry of Public Security on the internet must meet the requirements stipulated in Clause 3, Article 5 of Decree 42/2022/NĐ-CP.

As regulations above, based on specific conditions, the Minister of Public Security decides to implement the following information channels on the internet for organizations and individuals:

- Ministry-level data portal;

- Social media;

- Email (Email);

- Mobile app;

- Telephone hotline.

What information does the Ministry of Public Security of Vietnam provide on the internet?

Based on Article 5 of Circular 45/2023/TT-BCA, the information of the Ministry of Public Security provided on the internet are regulated as follows:

- Information provided by the Ministry of Public Security on the internet includes the contents stipulated in Clause 1, Article 4 of Decree 42/2022/NĐ-CP and the following contents:

+ Information on the guidance, management, and activities of the leadership of the Ministry of Public Security;

+ The situation and results of all aspects of police work. The content of the statements and information provided to the press by the Spokesperson of the Ministry of Public Security, the Person authorized to speak for the Ministry of Public Security on issues related to police work that are of public interest;

+ Information about cases and incidents that are being investigated, verified by the investigative agencies, agencies assigned to conduct some investigative activities of the Ministry of Public Security, and provincial police, which are considered necessary to provide information on the internet for the investigation, verification and anti-crime, crime prevention, and law enforcement work on security and order;

+ The content of the Ministry of Public Security's response to the petitions of voters;

+ The schedule for receiving visitors of the leadership of the Ministry of Public Security;

+ Information to combat the spread of wrong, hostile views, false information about the Party, the State, the Police Force, and the work of national security protection, ensuring social order and safety, and combating crime and lawbreaking;

+ Interpol news;

+ Information on wanted and missing persons;

+ Information on organizations and individuals involved in terrorism and terrorist financing;

+ Thematic information: Crime alerts; instructions on reporting crimes;

+ Building the movement of the whole people to protect the security of the Fatherland; building the law;

+ Advanced models, beautiful images, examples of good people, good deeds, heroic deeds of police officers and soldiers and other propaganda topics appropriate to the reality of the work;

+ Information on online public services that the Ministry of Public Security is implementing;

+ Other information decided by the leadership of the Ministry of Public Security or the Director General of the Office of the Ministry of Public Security.

Who is the person in charge of providing information from the Ministry of Public Security of Vietnam on the internet?

According to Article 7 of Circular 45/2023/TT-BCA, the management of the provision of information and information channels of the Ministry of Public Security on the internet is as follows:

1. The Minister of Public Security directs the management and provision of information of the Ministry of Public Security on the internet.

2. The Office of the Ministry of Public Security is the leading agency to assist the Minister of Public Security in managing and providing information on the Ministry of Public Security's website. The Office of the Ministry of Public Security directly manages the domain names bocongan.gov.vn and mps.gov.vn; consider and grant subdomains of the domain names bocongan.gov.vn and mps.gov.vn to the units under the Ministry, the academies, schools of the People's Police, and the hospitals under the Ministry of Public Security according to the provisions of this Circular.

As regulations above, the Minister of Public Security is the person in charge of directing the provision of information of the Ministry of Public Security on the internet in accordance with the law.

In addition, the Office of the Ministry of Public Security is the leading agency to assist the Minister of Public Security in managing and providing information on the Ministry of Public Security's website.

Note: Circular 45/2023/TT-BCA comes into effect on November 15, 2023.
