Based on Article 15 of the Regulation on Training and Development of Civil Servants and Public Employees of the Ministry of Justice, issued together with Decision 1318/QD-BTP in 2022, the following are the benefits of civil servants and public employees of the Ministry of Justice who are sent to training and development:
Civil servants and public employees who are sent to training and development are provided with time and financial support by their management and using agencies in accordance with regulations; the time spent in training and development is counted as continuous working time; they are praised, rewarded, and granted personnel policies if they achieve excellent results in training and development, as well as other policies in accordance with the law.

What are the responsibilities of the Department of Organization and Personnel in the training and development of civil servants and public employees of the Ministry of Justice in Vietnam?
According to Article 18 of the Regulation on Training and Development of Civil Servants and Public Employees of the Ministry of Justice, issued together with Decision 1318/QD-BTP in 2022, the following are the responsibilities of the Department of Organization and Personnel in the training and development of civil servants and public employees of the Ministry of Justice:
1. To lead and coordinate with relevant units to develop and submit to the Minister documents governing the training and development of civil servants and public employees.
2. To lead and coordinate with relevant units to develop strategies, plans, and schedules for the training and development of civil servants and public employees of the Ministry for approval by the Minister; monitor and inspect the implementation of the Ministry's training and development plans; summarize and report to the competent authority on the results of the training and development of civil servants and public employees of the Ministry.
3. To lead and coordinate with units under the Ministry to organize training and development courses using annual training and development funds allocated and managed by the Ministry.
4. To review training, development, and training plans for civil servants and public employees of the agencies and units directly under the Ministry.
5. To submit to the Minister or the Deputy Minister in charge of training and development for allocation of budget estimates for training and development of civil servants and public employees for units under the Ministry in accordance with regulations. Monitor and inspect the use of budget for training and development of civil servants and public employees of units under the Ministry.
6. To announce and summon civil servants and public employees of units under the Ministry to participate in training and development classes in the annual training and development plan of the Ministry of Justice and of other training and development institutions.
7. To implement the inspection of the training and development activities of civil servants and public employees under its authority; inspect units in the implementation of the powers delegated in this Regulation.
8. To organize activities of emulation and rewards, discipline on the work of training and development of civil servants and public employees in accordance with current regulations.
9. To monitor, summarize, and report (regularly or unexpectedly) on the results of the training and development of civil servants and public employees of agencies and units under the Ministry in accordance with the regulations of the competent state agency.
What are the responsibilities of the Planning and Finance Department in the training and development of civil servants and public employees of the Ministry of Justice in Vietnam?
According to Article 19 of the Regulation on Training and Development of Civil Servants and Public Employees of the Ministry of Justice, issued together with Decision 1318/QD-BTP in 2022, the following are the responsibilities of the Department of Planning and Finance in the training and development of civil servants and public employees of the Ministry of Justice:
1. To review the budget estimates for training and development of civil servants and public employees of the Ministry before the Department of Organization and Personnel submits them to the Minister for approval.
2. To provide guidance and inspection on the use of training and development funds and the implementation of budget settlements for training and development of civil servants and public employees for units under the Ministry in accordance with regulations.
3. To coordinate with the Department of Organization and Personnel to develop regimes and policies on training and development of civil servants and public employees of the Ministry.
