July 1, 2024 is the time to start implementing salary reform according to Resolution 27-NQ/TW of 2018 , so the military's payroll by job position in 2024 will have 02 stages. as follows:

[1] Army payroll by job position for the period from January 1, 2024 - June 30, 2024:

This is the period before the start of the new salary policy, so the military forces will still apply the current salary calculation method, which is based on the base salary and salary coefficient according to the formula:

Military monthly salary = Salary coefficient x Base salary

In there,

- Base salary will apply as prescribed in Decree 24/2023/ND-CP with a salary of 1,800,000 VND/person/month

- Salary coefficient will apply according to Decree 204/2004/ND-CP determined by military rank

[2] Payroll by job position for the period from July 1, 2024 - December 31, 2024:

This is the beginning stage of implementing the new salary policy, so the salary structure is also changed

According to Subsection 3, Section 2, Resolution 27-NQ/TW of 2018 on salary reform, the salaries of civil servants and armed forces after salary reform will have a salary structure design. New salary includes: Basic salary and allowances.

New salary structure = Basic salary (70%) + Allowances (30%)

[1] Basic salary: apply military payroll with 03 payrolls for each specific target group as follows:

- Payroll for military officers, officers, and non-commissioned officers in police operations (according to position, title, and military rank or rank).

- Payroll for professional military personnel and police technical expertise.

- Payroll for defense workers and police workers.

[2] Regarding allowances: military forces will be eligible for allowances after salary reform including:

- Part-time allowance;

- Extra seniority allowance;

- Regional allowance;

- Work responsibility allowance;

- Mobility allowance;

- Allowances for security, national defense and special allowances for the armed forces

- Professional seniority allowance

- Allowances for working in extremely difficult areas

Note : 70% and 30% in the salary structure is the total salary fund applicable to officials, civil servants, public employees and the armed forces (public sector)

- Salary policy is a particularly important part of the socio-economic policy system, directly related to major balances of the economy, the labor market and the lives of salary earners and contributors of building a lean, clean political system that operates effectively and efficiently, preventing and combating corruption and waste.

- Salary policy is a particularly important policy of the socio-economic policy system.

Salaries must really be: The main source of income to ensure the lives of workers and their families; Paying salaries correctly is an investment in human resource development, creating motivation to improve labor productivity and work efficiency of workers, making an important contribution to achieving social progress and justice, and ensuring stability of socio-political; promote and improve the quality of growth and sustainable development.

What is retention of seniority allowances for the military to ensure salary correlation with cardes and civil servants?

According to section 3.1 Subsection 3 Section 3 Resolution 27-NQ/TW of 2018 stipulates rearrangement of current allowance regimes as follows:

- Continue to apply part-time allowance; excess seniority allowance; regional allowances; work responsibility allowance; mobility allowance; Allowances for security, national defense and special allowances for the armed forces (army, police, cipher).

- Combine  job-based preferential allowances, job-specific responsibility allowances and toxic and dangerous allowances (collectively referred to as job-based allowances) applicable to civil servants and public employees of occupations and jobs with working conditions are higher than normal and there are appropriate preferential policies of the State (education and training, healthcare, courts, procuracy, civil judgment enforcement, inspection, examination, auditing, customs, forest rangers, market management,...). Combine special allowances, attraction allowances and long-term work allowances in areas with particularly difficult socio-economic conditions into work allowances in especially difficult areas.

- Abolish seniority allowances (except for the military, police, and cipher to ensure salary correlation with officials and civil servants); leadership position allowances (due to leadership positions in the political system, position salaries are determined); allowances for party work and socio-political organizations; civil service allowances (included in the basic salary); toxic and dangerous allowances (because working conditions with toxic and dangerous elements have been included in occupational allowances).

According to this Article, when reforming salaries, seniority allowances for public sector subjects will be eliminated

However, the armed forces in general and the military forces in particular will still retain seniority allowances to ensure salary correlation with cadres and civil servants.
